Bush's sinking poll numbers have surprisingly not changed the political dynamic in Washington, as Bush continues to fend off serious oversight while consolidating his imperial presidency. Bush's ultimate trump card in gaining this Orwellian consensus has turned out to be his control of government secrets, with only the November elections looming as a potential obstacle in his path.
