Rising gas prices are a matter of national security, President Bush said today as he outlined a four-part plan to cut prices. He also temporarily stopped deposits to the U.S. Strategic Petroleum Reserve. Democratic Sen. Charles Schumer said Bush wasn't doing enough. "There were five words missing from the president's speech today: 'Get tough on big oil,' " Schumer said.
