Imagine a dozen cartoons serving the same purpose as Pearl Harbor or Sarajevo, being the final straw that led the planet into world war. Now imagine the cartoons were a staged event, designed purposely to drag us into unimaginable violence. If that is the case, then those who foisted the plot on an unsuspecting world, would be guilty of super-mass-murder.
And what if the latest candidate for the Attila the Hun award goes to Daniel Pipes? That is precisely what is being claimed throughout the world wide web at this moment. Though you will not be happy with the sources and sites, read them seriously, no matter how much you've been trained to believe they must be lying.
The world is upside down. Israel's highest-level "friends and allies" are selling us down the river. And our "enemies" may yet become our allies when they realize that Israelis and Jews have been had.
I personally, am no defender of Islam. I consider it a culture of immense repression. I do, however, believe their sensitivities are being exploited with the goal of creating a world war. In this war, like the last, Jews will be on the front line and will be the biggest losers of all.
I have long proved that the Council On Foreign Relations (CFR) is intent on getting the war started. To do so, fear and resentment against Islam must be spread persuasively. For that purpose, they have chosen a leading member, Daniel Pipes.
Too many Jews have fallen for the enemy of my enemy line and believe by fomenting anti-Arab attacks that Daniel Pipes is their ally. In fact, his work has nothing whatsoever to do with defending Israel and a lot to do with involving her in the first line of a world war.
Pipes is not a "radical" advocate of Israel as his critics believe. He is, in fact, the worst kind of enemy of the Jewish state. It is about time that Israelis and her critics figured out the real game plan.
And Pipes, sadly, has a few allies working with him to incite Arabs into a frenzy through any means of deceit and deception. The pathetic deeds of his little Israeli adjunct are found at the end of this article.

There's a conspiracy theory developing about myself and Flemming Rose, the Jyllands-Posten cultural editor who published the famous twelve cartoons of the Muslim prophet. I'll begin with the conspiracy theory (but without providing links or even quotes, as I don't want to send readers to these crackpot websites), and then provide the facts.
The conspiracy theory: Rose came to Philadelphia in October 2004 to see me and we developed a close bond. Then, as a result of this visit, Rose decided to publish the cartoons.
The facts: Rose visited me in my office on October 25, 2004, when he interviewed me for a feature piece on me that he published on October 29 in Jyllands-Posten. The resulting article, "Truslen fra islamismen," can be found on my website, as can a translation of it into English, "The Threat of Islamism." It was a standard interview in which Rose inquired about my views on a variety of questions pertaining to radical Islam. It contains, for example, my signature statement, translated into Danish: "Hvis militant islam er problemet, så må modsætningen, moderat islam, være løsningen." Flemming Rose and I have not written, spoken, or seen each other since that one meeting. That's called getting your denial in first --even before any mainstream
media get hold of this angle. Isn't it sooooo fortunate that someone
has written a "conspiracy theory" article on this very sensitive issue, and

So, when/if any journalist approaches Pipes on this issue, he can laugh it
off as "old news" and "crackpot conspiracy theory." Which is a vitally
convenient smokescreen --because there is a clear connection and a
commonality of interests between Pipes and the Danish editor.

Another girl was grabbed by two riot policemen who were shoving her into a paddywagon. Plaut's spoofing and spamming activities
Messages posted on 13 April 2004 to the ALEF electronic discussion forum (which is based at the University of Haifa) seem to indicate something about Plaut's mentality. These messages, which were posted to ALEF by somebody else and which seem to report on an email conversation that Plaut had with someone who was banned from the ALEF forum for excessive spamming, seem to indicate that Plaut boasted about stealing the ALEF membership list so that messages could be sent to ALEF members without being passed through the ALEF system. Specifically, Plaut seems to have written the following. The typographical errors appeared in the original:
I stoll their membership list. If you want to sen dthings to the whole list,
use any email and send to: (via BCC so they do not know what you are doing):

Put the alef address in the header and write (alef) before
subject and they will think it is coming thru their list!
He also seemed to be connected with somebody called Rocky who, pretending to be a pro-Zionism Palestinian living in the West Bank, used the pseudonym "Yusuf" to plague the ALEF list with racist emails until he was excluded from the forum. Look at Rocky's description to see how Rocky finally made a mistake which spilled the beans.

Rocky
Rocky, apparently a friend of Steven Plaut (certainly a fellow conspirator), is a Zionist idiot who harassed the ALEF electronic discussion forum for a period during the Autumn of 2004.
Rocky masqueraded as a pro-Zionist Palestinian Arab living in the West Bank, using the pseudonyms "Yusuf Abdullah" and "Yusuf Chouri" for this invented persona.
Unfortunately for himself and for Plaut, Rocky screwed up, as he confesses in the first email quoted below, which he sent to Plaut but which he accidentally copied to all the people named in the cc (carbon-copy distribution) list for the message. One of the recipients, Yael Korin, copied it to the ALEF forum. Rocky must have been very het up when he sent this email, because, when sending it, he repeated the same error that he admits in the email -- that is, he copied what was intended to be a private conspiratorial message to many of the people who were the intended victims of his conspiracy.
Incidentally, Rocky's repeated use of the acronym "BBC" below is incorrect -- it should be "BCC" or "bcc" (blind carbon-copy distribution). Coming on top of the fact that his attempted scam was based on the use of bcc distribution, Rocky's not knowing the correct name for the feature is is just one more indication of the fact that he is a schmuck. Dr. Plaut really should choose his fellow conspirators more carefully.
The emphasis on blind carbon-copy (bcc) is especially interesting because it is reminiscent of an instruction that Plaut had given a few months earlier: in April 2004, Plaut had boasted that he had stolen the ALEF emailing list and said that the best way to fool ALEF subscribers into believing that they were receiving messages from the ALEF server was to use bcc when sending out mass-mailings -- see the biographical entry for Plaut.
Anyhow, here is the email in which Rocky confesses his mistake to Steven Plaut. The typographical errors appeared in the original:

It just happened. I may have ****ed up royally. I just sent out my
first batch of "[ALEF] Get that monkey off my back" emails. My first
attempts at sending them as BBC all failed. I got the message "There
was a problem. Your BBC contains too many addresses." In the past I
was able to have up to 25 BBCs per each mailing. SO I reducedc it to
20... then 15... then a dozen and still got the error message. So I
transferred the addresses from BBC to CC and was able to send off all
25 of them.

Then it hit me! I forgot to remove YOUR name from the list so your
email went out with those first 25. I'm usually very careful about
things like that which is why I generally only use BBC. But my mind
is pre-occupied with so many other things that need to be done that I
got careless.

I havonly sent out those first 25 emails. I won't send out the
remainder. I hope this will not cause a problem.

I strongly suspect that my Hotmail account was sabotaged by Ran
HaCohen. You know. The Ran HaCohen who endorses Hizbollah attacks on

I know there's plenty of accusatory middle fingers pointed at the IDF

The email just quoted was triggered by the fact that Ran HaCohen had complained to Microsoft about the use of a hotmail account, , to send the racist email quoted below to the ALEF forum. Microsoft disabled that account on 8 December 2004, because it violated the Hotmail Terms of Use. This upset Rocky, leading to the sequence of emails from Rocky to Plaut quoted above.
Two days before Rocky sent the sequence of emails quoted above, he had sent the following piece to his list of ALEF subscribers. This email, which was sent by Rocky using the pseudonym "Yusuf Abdullah", was prompted by the fact that, after repeated violations, his previous "Yusuf Chouri" persona had been excluded from the ALEF forum.

First of all, I use the name, Yusuf Chouri, to keep my true identity
secret for I live in what you call the "occupied territories" and
would certainly be branded as a collaborator. You see, I see it
differently than my fellow Palestinians. I see Arab murderers and
thieves as occupying=A0your land. Further, were it not for Arab thugs,
my famil;y and I would be fully employed and living more comfortably
than we are now under Fatah, Islamic Jihad and Hamas.

Secondly, who does Yael Korin think she is lecturing me about
pretending to be someone I are not? I have attached a photo of Yael
Korin pretending to be an Arab when, in fact, she was born a Jew!
She even wrapped on a kaffiya! And you think I am the one with a problem!

You think I am the one with a sick, dual personality. You think I am
the enemy?

There are others among you that deserve to be investigated. People
like that flunky Marxist, anti-Semite, anti-Zionist professor Ran
Greenstein at some backwater South African university. Now that

The email above, which reeks of racism, is a good example of the kind of stuff that Rocky, using the pseudonym "Yusuf Chouri", had been previously sending to the ALEF forum and for which he had been removed from the forum. Its use of the word "shvastse" (presumably a typo for "shvartse", Yiddisch for "black") is just yet another giveaway of that fact that, while he pretends to be a Palestinian Arab, he is basically someone whose English is laced with Yiddisch -- he would appear to be a Jewish American.

I visit The Jewish Press's online edition virtually every day and I refer hundreds of people to your site and your excellent articles. I maintain a large e-mail list of people with interest in Israel.
Recently I sent around Steven Plaut's "Israel's Plague of Conspiracism" (front-page essay, Jan. 27) and got dozens of e-mails commending the article, Professor Plaut, and The Jewish Press for running it.
Controversy seems epidemic among Israel's supporters and conspiracy theorists are dangerous because they obfuscate our real goals. Steven Plaut and Daniel Pipes perform a valuable service to our cause. Barry Chamish and his acolytes do serious damage.

Poultry fanciers and keepers of small flocks are facing a grave threat from a proposed government intrusion into their innocent choice of pastimes and way of life.
For several years, the USDA has been working with the largest-scale animal industry organizations (for example, the National Pork Producers, Monsanto Company, and Cargill Meat) to develop a mandatory "National Animal Identification System" ("NAIS").

However, most small scale livestock producers, people who raise animals for their own food, and people who keep horses or livestock as companion animals do not know about the USDA's plans.

The NAIS will drive small producers out of the market, will make people abandon raising animals for their own food, will invade Americans' personal privacy to a degree never before tolerated, will violate the religious freedom of Americans whose beliefs make it impossible for them to comply, and will erase the last vestiges of animal welfare from the production of animal foods.

The Problem

On April 25, 2005, the USDA released "Draft Program Standards" ("St.") and a "Draft Strategic Plan" ("Plan") concerning the NAIS. If you think the description below sounds too bizarre to be true, please go here , read the Standards and Plan, and check the citations.
By January 1, 2008, the NAIS will be mandatory. (Plan, pp. 2, 10, 17.)

Every person who owns even one horse, cow, pig, chicken, sheep, pigeon, or virtually any livestock animal, will be forced to register their home, including owner's name, address, and telephone number, and keyed to Global Positioning System coordinates for satellite monitoring, in a giant federal database under a 7-digit "premises ID number." (St., pp. 3-4, 10-12; Plan, p. 5.)

Every animal will have to be assigned a 15-digit ID number, also to be kept in a giant federal database. The form of ID will most likely be a tag or microchip containing a Radio Frequency Identification Device, designed to be read from a distance. (Plan, p. 10; St., pp. 6, 12, 20, 27-28.)

The plan may also include collecting the DNA of every animal and/or a retinal scan of every animal. (Plan, p.13.)

The owner will be required to report: the birthdate of an animal, the application of every animal's ID tag, every time an animal leaves or enters the property, every time an animal loses a tag, every time a tag is replaced, the slaughter or death of an animal, or if any animal is missing. Such events must be reported within 24 hours. (St., pp. 12-13, 17-21.)

Third parties, such as veterinarians, will be required to report "sightings" of animals. (St., p. 25.) In other words, if you call a vet to your property to treat your horse, cow, or any other animal, and the vet finds any animal without the mandatory 15-digit computer-readable ID, the vet may be required to report you.

If you do not comply, the USDA will exercise "enforcement" against you. (St., p. 7; Plan, p. 17.) The USDA has not yet specified the nature of "enforcement," but presumably it will include imposing fines and/or seizing your animals.
There are no exceptions -- under the USDA plan, you will be forced to register and report even if you raise animals only for your own food or keep horses for draft or for transportation.

The Negative Effects

Eradication of Small Farms - People with just a few meat animals or 40-cow dairies are already living on the edge financially. The USDA plan will force many of them to give up farming.

Loss of the True Security of Organic and Local Foods - The NAIS is touted by the USDA and agricorporations as a way to make our food supply "secure" against diseases or terrorism. However, most people instinctively understand that real food security comes from raising food yourself or buying from a local farmer you actually know. The USDA plan will only kill off more local sources of production and further promote the giant industrial methods which cause many food safety and disease problems.

Extreme Damage to Personal Privacy - Legally, livestock animals are a form of personal property. It is unprecedented for the United States government to conduct large-scale computer-aided surveillance of its citizens simply because they own a common type of property. (The only exceptions are registration of motor vehicles and guns, due to their clear inherent dangers - but they are registered at the state level, not by the federal government.) The NAIS would actually subject the owner of a chicken to far more surveillance than the owner of a gun. Surveillance of small-scale livestock owners is like the government subjecting people to surveillance for owning a couch, a TV, a lawnmower.

What about non-livestock animals?

Will the government next want to register all cats, dogs, and parakeets, and demand the global positioning coordinates of their owners' houses and apartments?

Insult to Animal Welfare - The NAIS is the ultimate objectification of higher, sensitive living creatures, treating individual animals as if they were cans of peas with a bar code. Many people who raise their own animals or buy from small, local producers do so because they are very troubled by industrial-scale production of chickens, cattle, and pigs. These people will be forced either to sacrifice their personal privacy to government surveillance, or to stop raising their own food by humane standards.

Burden on Religious Freedom - Many adherents of plain (and other) faiths raise their own food animals and use animals in farming and transportation because their beliefs require them to live this way. Such people obviously cannot comply with the USDA's computerized, technology-dependent system. The NAIS will force these people to violate their religious beliefs.

What You Can Do

Small-scale keepers of poultry and other livestock can take action to create an effective movement in opposition to the USDA/agricorporate plan. First, small-scale livestock owners should not participate in any so-called "voluntary" state or federal program to register farms or animals. The USDA is using farmers' supposed willingness to enter a "voluntary" program as a justification for making the program mandatory. (See Plan, "Executive Summary" and pp. 7-8.)

Small farmers and livestock owners can also help inform and organize others. The USDA presently does not plan to finalize its rules for mandatory ID until the summer of 2006. There is still time to oppose this plan.
Several farmers and other concerned citizens have joined together to form FARM for LIFETM, a public-interest organization to support the rights of small and subsistence farmers and consumers of organic, natural, and local foods. FARM for LIFE's first project is to stop the USDA plan for mandatory animal ID.

The organization will publish a newsletter three times a year (first publication scheduled for November 1, 2005), to inform citizens of developments concerning animal ID and other issues vital to the small farming and natural/organic food communities. Newsletter subscribers will also be sent information at appropriate times on how to contact lawmakers and the USDA to oppose animal ID. In addition, FARM for LIFETM will coordinate with other existing interest groups to mount an effective campaign against animal ID.

Keep a chicken, go to jail?

This hits anyone who intends to keep livestock for reasons of self-sufficiency, or use horses instead of tractors after peak oil when energy prices take off.

It's a direct assault on small-scale farming, organic agriculture, and any departure from corporate-scale factory farming.

You can be sure this will be touted as a way of dealing with avian flu and mad cow disease. But it's BS in the worst way; there are better ways to deal with both.

This will = extinction of livestock

In studies of the factory-type varieties of turkeys, raised in farm-yard conditions, they all died, unable to survive outdoor, un-medicated conditions. This law will lead to the end of most, if not all, non-agribusiness breeds of poultry, beef, pork etc., a narrowing of the gene pool, and eventual death from some future 'avian flu'.

I believe the EU has already outlawed growing non-patented vegetable varieties, if you can believe it. This takes 'global hegemony' to a whole new level. The ultimate 'dominionism.'

Dominique Guillet and Association Kokopelli

My original source for my assertion is not online. It is an article in 'Seed Savers Exchange 2004 Harvest Edition' titled 'Kokopelli in Europe', a transcript of a speech by Dominique Guillet given to the 2004 annual convention of the Seed Savers Exchange of which I am a member.

"It is essential to note that everything that is eaten from the plate of a European citizen is registered in one of the National Vegetable Lists of the European Community. That is another way of saying that it is strictly against the law to grow, either for consumption or for seed production, a vegetable or cereal variety that has not been noted on one of these National Lists."

The speech gave a history of 'Terre de Semences' the organization that he formed in 1994 to sell organic heirloom seeds, and how he was put out of business by the new EU regulations. He then goes on to describe his current work with 'Association Kokopelli'.

"You do not realize that you still have so much freedom in this country [US]. You have no National List and anyone can sell or exchange or give seeds of whatever variety he wants, because there is no regulation to prevent it. In Europe each country has a National List, and you're not supposed to sell a variety of wheat, eggplant, tomato, whatever, for food or for seed if the variety is not registered on the National List."

The 'same effect' is that F1 varieties will be patented and proprietary.

This reminds me of the Monsanto 'killer gene'.

These Cameras Don't Forget a Face

I've got a story in today's New York Times. Here's how it starts:

Management at the Sir Francis Drake Hotel in San Francisco had been suspicious for weeks. James, a houseman on the graveyard shift was not the most productive worker, and trying to reach him on his walkie-talkie was usually a lost cause. So when James (not his real name) could not be found one summer night, his bosses went to their new video surveillance system.

The camera network - using software from 3VR Security Inc., a San Francisco company that makes surveillance technology - already knew what James looked like; facial recognition algorithms had built a profile of him over time. With a couple of mouse clicks, managers combed through hours of videotape taken that night by the hotel's 16 cameras, and found every place he had been - including the back entrance he slipped out of, three hours into his shift. He never came back to work; the next day, James became one of 10 employees dismissed from the hotel since 3VR's surveillance package was installed last June.

Until recently, the only place where an employee could have been caught that easily was in a Hollywood script. Digital spy cameras can instantly pick people out of crowds on "24." Real-world video surveillance was stuck in the VCR age, taking countless hours to sift through blurry black-and-white tapes. Stopping a problem in progress was nearly impossible, unless a guard just happened to be staring at the right video monitor.

But surveillance companies, using networks of cheap Web-connected cameras and powerful new video-analysis software, are starting to turn the Hollywood model into reality. Faces and license plates can now be spotted, in almost real time, at ports, military bases and companies. Security perimeters can be changed or strengthened with a mouse click. Feeds from hundreds of cameras can be combined into a single desktop view. And videotape that used to take hours, even days, to scour is searched in minutes.

Some experts question the effectiveness of such "intelligent video" systems, which are sold by ObjectVideo, Verint and VistaScape as well, and worry about the privacy implications. But Brian Russell, chief of the Drake's engineering and maintenance departments, is happy with the results. "People know we're watching," he said. "Word travels fast. Fear travels as well."

I like the comment, "fear spreads as well." I think this neatly sums up the modern relationship between authority and the individual. The American Experiment rested on the theory that people were equals, that they were fundamentally capable of mutually beneficial behavior, and that fear did not enter into the equation. Liberty was the absence of fear.

That's gone from us now. What is being implanted into our minds is the unfocused, amorphous dread that we are being watched, everywhere, all the time. "If you don't break the law, you have nothing to be afraid of," except, of course, fear itself. That fear, the sense that the "nail that stands up will be beaten down," will put a chill on future generations. This generation has turned its back on America. That country is receding from us, and we're living in a squiggle on a map.

Amen James. You hit the nail on the head (pun intended). This is EXACTLY what needs to be brought up every time we hear "if you aren't breaking the law, you have nothing to worry about."
It isn't about whether or not these cameras have the capability of capturing real criminals on film (or the digital equivalent thereof), it's about each of our rights to a certain degree of privacy, even in public places. If we are whispering, for instance, we should feel safe that our secrets are secret, and not being picked up by uber-sensitive microphones or lip reading cameras.
Or that we aren't going to be arrested for the actions of that mythical "double" with similar eyes and hair we are all rumored to have.

The Short Life of Flash Mobs

Who'd have thought a single email designed to mock New York scenesters would have turned into an international craze? The founder of flash mobs talks to Stay Free! about his experiment in social networking.

Someday, I'll be talking to my grandchildren (which is what my wife and I will call the creatures cloned from our genetic material, grown in a vat, and raised by robots) and they'll say, "Tell us again about flash mobs!" And I'll say, "You lazy kids, why don't you just read that interview I did with the guy who came up with flash mobs?" "You mean the one where you started with that tortured introduction and where it sounded like you were never going to explain what the hell flash mobs were?"

This is why I don't want children.

Anyway, a flash mob is an event where a large group of people, having received instructions in advance, converge upon a place, do something odd there, and leave peaceably within minutes. For instance, at an early flash mob in Manhattan, participants descended upon Macy's rug department and claimed to be members of a commune in Williamsburg shopping for a "love rug." Sounds amusing, yes? Enough people evidently agreed that what started out as a single forwarded email inviting people to join an "inexplicable mob" turned into a sprawling, global fad practically overnight--and then largely faded away almost as quickly as it appeared.

To find out how and why it all happened, Stay Free! talked to the fellow who sent out the first email, Bill--or, as he is often known to journalists, "Bill." -- Francis Heaney

STAY FREE!: How did you first come up with the idea for flash mobs?

BILL: Basically, it started with an email. I created an email address--themobproject@yahoo.com--and forwarded an email to myself, and then I forwarded it to about forty or fifty friends on the premise that they would think, "Oh, Bill's heard about this interesting thing."

STAY FREE!: I didn't realize it had started out as kind of a con job.

BILL: Yeah, I wanted it to appear like one of those things circulating around the internet.

STAY FREE!: If you'd just sent it from the Mob Project, they would wonder: how did they get my email address?

BILL: Exactly. The original idea was to create an email that would get forwarded around in some funny way, or that would get people to come to a show that would turn out to be something different or surprising. I eventually came up with a lazy idea, which was that the thing would just have one simple, in-your-face aspect to it--there wouldn't be any show, and that the email would be upfront about the fact that it was inviting people to do basically nothing at all.

STAY FREE!: Well, it wasn't nothing. It was inviting people to have the opportunity to confuse other people.

BILL: That's true. But the idea was that the people themselves would become the show, and that just by responding to this random email, they would, in a sense, create something.

STAY FREE!: They become the show and the audience.

BILL: Exactly. I had conceived it specifically as a New York thing. People in New York are always looking for the next big thing. They come here because they want to take part in the arts community, they want to be with other people who are doing creative stuff, and they will come out to see a reading or a concert on the basis of word-of-mouth. Partly they want to find out what everybody else is so excited about, but partly they just want to be a part of the scene. You have this in other places too, but I feel like there's something in New York that makes it kind of a city-wide pastime. Part of what I liked about this idea was that it would be very frank about the pure scenesterism of it. What is it that would make people come to the flash mob? Well, it would be the fact that if it went off as planned, lots of other people would be coming. The desire to not be left out was part of what would grow it. I didn't have all of these grandiose notions about it at the time; I mostly just thought it was funny. But I thought of it as a stunt that would satirize scenester-y gatherings.

STAY FREE!: In a lot of ways it's so much better than other scenester activities because you don't get stuck in a club for an hour and a half. You're in and out in five minutes.

BILL: True. There was something purposely cynical even about the five-to-ten minute constraint, in that I wanted the thing to be readily consumable. "Oh, I can do that, it's only ten minutes, it's right after work, and it's near a major subway line . . . . "

STAY FREE!: They were all in the midtown Manhattan area?

BILL: Some of them were downtown near Broadway-Lafayette; they were all really accessible. The first mob was going to be at Claire's Accessories at Astor Place. I used to walk by places and think: where would it be really funny if one day there just happened to be a mob of people there? And Claire's Accessories fit that description. It's just this little sleepy store, kind of a hole in the wall. So I picked that place.

STAY FREE!: And then you got ratted.

BILL: About ten minutes before the first mob, I get a call from Eugene, and he's like, "There are seven cops and a police wagon out in front of Claire's Accessories." So I get there and they're not letting anybody stand in front of the store. They made it look as if a terrorist had threatened to wage jihad against Claire's Accessories.

STAY FREE!: Which, in a way, is just as funny.

BILL: But it made me mad. The first email said "Mob #1" and at the bottom I wrote, "Await instructions for Mob #2," or something like that. But at the time, I wasn't necessarily convinced that there would ever be a Mob #2. But now I see the cops, and I'm like, "I've got to find a way to get around this, because we've got to get a future thing." So for Mob #2, I hit on the notion of meeting in pre-mob locations, and then people would come through at the last minute and hand out flyers with the mob location. That worked fine for the second mob, which was at Macy's.

STAY FREE!: It's like debugging. You run it through the first time, and you see how it can be broken, and then you make sure it can't be broken that way.

BILL: I was sad, though, because I had hoped that the thing could be run anonymously. It's not so much because I cared if people knew who had come up with the idea. The bigger issue is that I didn't want it to seem like there was a leader. The project grew when people took it on as their own and forwarded the emails; that was what made the idea work. So it was sad having to resort to the pre-mob-location, because then there had to be people who were clearly in on the planning, walking around with the flyers. If I had figured out text-messaging . . .

STAY FREE!: . . . then you could've had text messages arriving.

BILL: Yeah, but by and large, the thing worked well and, in a way, the fact that the first one got broken up by the cops helped the project as a whole, because it felt like there was something actually at stake.

Other than when we handed out the flyers, the mobs basically did become leaderless. Sometimes I wouldn't even get there in time to participate. One flash mob was at a shoe store in SoHo. The idea was that people would suddenly swamp the store and get on their cell phones and pretend to be calling their friends and talking about how awesome the shoes were. But by the time I got there, the store was completely full. The sales clerks eventually shut the doors and the rest of us were all stuck out on the sidewalk, looking in. But that's the way that it should be; I'm not really any more inside to the project than anybody else.

STAY FREE!: So eventually it took off in other cities as well?

BILL: Yeah. Wired News wrote a story about the first successful one, Mob #2, and bloggers picked it up, and the email account started getting messages, people saying, "I'm in Chicago, are you gonna do this here?" You know, "I'm in L.A.--Can I steal your idea?" I was like, "It's not really much of an idea. Go ahead!" I had imagined it as kind of a parody of New York insiderness, and I didn't anticipate the fact that it would take off other places.

STAY FREE!: But all the places you're naming are big urban areas, and certainly they have something in common with New York--that drive toward insiderness. At least in Los Angeles.

BILL: Yeah, but there's such a big creative group in New York that you can make a living just making fun of the group around you--whether you're a writer or comedian or artist. In the art world, for example, there are all of these art projects that make fun of the art world. In New York, you can sort of do that. But one of the first places was in Minneapolis, for example, at a mall. The sensibility of the participants seemed very much to be: we're here to show all you people here in the Mall of America that we're thinking on a different plane. So it was much less of a cynical in-joke on scenesterism and much more of a genuine self-expression. The New York mob was, in a certain way, about anti-expression. It was kind of like, we're all just going to show up and we're going to chant and be a big physical presence for no reason other than we think that it's funny. Whereas in other places it took on almost a "happening" kind of vibe, to express a certain kind of commonality, and to express, say, a certain opposition to corporate space. It was taken up almost entirely in a politically tinged way, even though it was never explicitly political. When it spread to other cities, there always seemed to be a sense of ,"This is a movement." Like, we know this is absurd, but by taking part we're making a statement about the right of the people to peaceably assemble wherever they want.

As it started to spread and as I saw how people were responding to it, it became clear that it meant something different to them. I might have been the only cynical guy from the beginning! I sort of became persuaded about the political relevance of the idea.

STAY FREE!: And the potential for getting a message across?

BILL: I didn't know how they were going to become genuinely political, but I could tell that everybody wanted them to, and, in a way, I became a sort of sociologist just like anybody in the media who was writing about the phenomenon. I had to ask myself, "What is it that so many people are responding to?" To a certain extent, I became an outsider almost the moment the thing took off. I kept doing them, and I kept putting them on, and I kept trying to intuit my way towards ideas for flash mobs that I thought people would find funny.

STAY FREE!: Why do you think flash mobs took off in so many other places? What need was it fulfilling?

BILL: People have been spending a lot of time in virtual communities since the internet took off, and I think people liked the flash mobs because they had an internet component, yet allowed you to see this virtual community made literal and physical.

STAY FREE!: The net made flesh?

BILL: Yeah. If, after you get a funny email and forward it along, you asked yourself, "I wonder what would happen if all the people who got this thing showed up at the same place for five minutes?" you'd want to go just to see how many people there were.

STAY FREE!: I have a theory about why it took off as a vehicle for political statement. I used to go out with someone who was much more politically active, and so I'd go to meetings, and--Christ Almighty!--those things are boring; nothing ever gets decided. The flash mob affords an opportunity for doing something and yet completely sidesteps the whole process of discussing how it's going to happen. It's just, "Here's this opportunity, and if you agree with it, you can come be in on it, and it's going to be very quick."

BILL: I think that's true. When people asked me for advice on doing a flash mob in their city, I was basically, like, "Look. It should spread around through email. The gatherings should be less than ten minutes long. And they should be absurd or funny, they shouldn't be explicitly political." But then, people still saw the absurd things as being political.

In wanting to be a part of a flash mob, you're not really expressing anything with content, you're expressing a vague feeling: "I'm unhappy with the way things are going and I want to be out there with people showing our numbers." If you went to the Iraq war protest, you would see tons of people holding signs that you disagree with. But you want to be out there with these people who on some level feel similarly...

STAY FREE!: You can't stay home because of the nutjobs.

BILL: One thing a lot of people really liked was the fact that the mobs were generally taking place in some kind of commercial space. People wanted the mob to be disruptive.

STAY FREE!: Was that the first inkling of politicizing it--a sort of anticonsumerism?

BILL: I think that was part of it. Commercial space is quasi-public space. You're welcome to come in so long as you are considering buying something.

STAY FREE!: So if you do something crazy--

BILL: Once you try to express yourself in a way that indicates that you're not interested in buying anything, you're suddenly a trespasser. And so, when you think in those terms, the idea that all these people who seem to be shoppers show up at a Toys 'R' Us and do something completely out of their minds . . .

STAY FREE!: Like worshipping a dinosaur.

BILL: Like worshipping a dinosaur--there was a big political component to that, even though the literal statement that was made didn't have one.

STAY FREE!: So flash mobs seem to have mostly quieted, although when the Republican National Convention was here, there were a lot of flash-mob-style protests.

BILL: I've seen two strains of flash mobs that still seem to be persistent. One of them is explicitly political--organizers using flash mobs as a tool for getting people together. They've been doing this First Amendment mob down near Ground Zero--

STAY FREE!: That's Reverend Billy?

BILL: I'm not sure if it's Reverend Billy himself, but somebody in his coterie has been organizing First Amendment mobs.

STAY FREE!: Yeah, they go to various locations and mill around. It looks like they're just talking on their cell phones, but if you walk around, you notice that all these people on cell phones are reciting the First Amendment, and it's sort of subliminal. Then they get louder and louder.

BILL: There are still die-hard flash-mobs-for-the-sake-of-flash-mobs movement people out there. I got an email the other day from a Polish flash mobber who sent me to a website where they're planning a global flash mob day. The idea of flash mob solidarity is fascinating to me. On the one hand, I kind of admire it, because the flash mobs for flash mobs' sake is much closer to my original idea. And yet, I conceived of the flash mobs as a very local phenomenon.

I liked it when people who did flash mobs in other cities would pick places in those cities that made a lot of sense; it would reframe a place as the site of a mob. The idea of a global flash mob does strike me as a little weird. I don't really know what flash mobs mean in other countries, especially in countries with more real public space than we have here.

STAY FREE!: What's an example of a way people reframed a space in a city?

BILL: In San Francisco, they went down into the center of the financial district, on Market Street, and twirled through the crosswalks; they took a show of absurdity to a non-absurd part of town. They also did an event where they rolled out red carpet in front of a BART station and applauded people coming off the subway. That's a funny idea anywhere, but it's even more powerful in San Francisco, because fewer people use the public transportation system there. They're more worthy of applause.

STAY FREE!: This brings us back to the idea of flash mobs as political protest. You can question whether things like this are useful as political protest, but you could say that about any political protest.

BILL: Well, sure. But take, for example, the fact that flash mobs were less than ten minutes long. You don't go and make a political statement and then wilt into the background. That doesn't really work symbolically.

STAY FREE!: True, but to some extent visibility is defined by whether something is covered by the media. And how many more journalists wrote about people buying a "love rug" than some of the political protests that have happened in New York? Groups try their damnedest to get coverage, and often whether they get coverage depends on whether writers consider it interesting.

BILL: I know--in a way, flash mobs became really a media phenomenon above everything else. I had to make the decision early on as to what to do about the media. At the very first mob, the one that got broken up by the cops, an NPR reporter actually tracked me down. It was sort of fateful, because they had somebody on tape saying, "This was organized by my friend Bill." So when they found me at the bar afterward, I gave them an interview. Given that they already had my name on tape, I had to go by Bill, and so that set the tone from the beginning. Then I decided that I was going to give interviews to every single person who wanted to write about flash mobs. I decided that I had to have a rule, because the mob was an experiment and I had to play the thing out to its end, and so the rule was that the mob exists to grow.

STAY FREE!: "And if I do as many interviews as possible, it will grow the mob."

BILL: Exactly, and I developed a slogan: "anything that grows the mob is pro-mob." I would say that sometimes as a joke, but then at a certain point, I would use it in a serious way to my friends. But I also understood that as the Mob Project got bigger, and as it spread to more and more cities, there was inevitably going to be a backlash, and that, in the end, growing the mob was going to make the mobs less cool, and that thereby the mobs would become less popular. But I had to play the thing out to that end.

STAY FREE!: Because if there's never a backlash, were you ever popular enough in the first place?

BILL: Right, and then I would just have to keep doing the things in perpetuity. So if I could play the thing out to the point where it exploded and then became uncool, then I could just stop, which was basically what happened. The backlash took less than two months. All the different wire services had done stories on us--the New York Post did a big story, Time Out did a big story, and the New York Times hadn't. So when the woman from the Times called me, she said, "we've sort of gotten in late on this, so we're going to do a story for the Week in Review about it." We do the interview, and it becomes very clear that she is writing the backlash story . . . The flash mob phenomenon was such a light thing; there wasn't really a movement to begin with! The movement was a creation of the media.

STAY FREE!: But how much was the movement a creation of the media? It was aided by the media, but it wasn't created by them. They didn't create the desire in people, though perhaps they prodded them.

BILL: The media spread the mob. The media said, "This is the next big thing," and then the New York Times ran the first mob backlash story less than two months after the first mob, which I thought was awesome. I knew that there was going to be a backlash story, but I couldn't have dreamed it would happen that fast.

STAY FREE!: And in such a great venue!

BILL: Yeah, and so that was, on some level, the beginning of the end.

STAY FREE!: Did you do the last one thinking, "This is going to be the last one?"

BILL: Yeah, I told everybody it was the last one. And I actually think if I really had wanted to play it out, I should have kept doing it until the mobs were so lame that no one would come, but I guess my pride got in the way. Really, I should have played the experiment out to the point where I was having mobs and it would just be me saying [in a sad voice], "I guess nobody likes flash mobs no more."

STAY FREE!: For the movie version, though, that's a good wrap-up.

BILL: And they pretty much died out soon after that in other places, with the exception of these places overseas.

STAY FREE!: Well, I have to say--good job picking such a self-replicating meme. Lots of people forward email jokes, but nobody knows which one is going to be the next thing.

BILL: True. You come up with these ideas that you think are really going to spread, and nobody picks up on them. Eugene and I tried to do this thing at the Republican Convention called "Conservative Children for America." The premise was to have a bunch of children in three-piece suits handing out bizarre pro-conservative tracts using child-related examples about, for example, not being forced to share. It would be pro-conservative propaganda written by children and distributed by children, but their parents would kind of disavow it: "It's just a phase we hope he grows out of." Anyway, I sent this email around trying to recruit children, or parents with children, and the thing just didn't get anywhere. It didn't even get derided, it just went into the atmosphere and plummeted to earth. I thought it was such a good idea.

STAY FREE!: It is funny, but you've got to have something easy to do. You've got to have a kid and the kid has to have a suit…

BILL: I was prepared to purchase suits for the children. But, yeah, the whole meme-making thing is weird. I have friends who basically make memes for a living--for art projects that involve spreading ideas through the internet. But things spread for reasons that are unknown to all of us.

He says they're writing up the story furiously and should air it soon. He didn't say when, but he says they're doing extensive facts-checking to make certain before they air this, so it's slowing down the process a bit. "Late last year I found my own bit of evidence, thanks to my husband, who found an ROTC Air Force training manual that somebody had thrown away. It was published in the year 2000 and the name of the book is The World In Transition. There's a chapter in it, The Middle East in Transition. I read this chapter and noticed something quite odd. Distinctly missing was one single mention of anything called al-Qaeda or al-Qaida.

Osama bin Laden got a sentence's worth of space and was described as the son of a wealthy Saudi family who "works alone".

I read through the rest of the book, cover to cover, and not one word on al-Qaeda. Wait a minute, I thought this was a vast terror network that had been training for years - that's what THEY told us. "

RAMALLAH - Hamas plans to form its own security agencies to operate
parallel to those of the Palestinian Authority.

"The PA does not want us to enter the security agencies," a senior Hamas
operative said. "So, we will create our own agencies."

The operatives said Hamas would not encounter a problem in funding its
security programs. They said Iran has relayed commitments to help Hamas
establish security agencies and fill any funding shortfall as a result of
a cutoff from the West.

PA security officials said they would not accept Hamas fighters unless
they fulfill requirement standards. The officials said even Hamas
insurgency commanders must start at the entry level. "We will have final
authority to accept who we allow in the security forces," a senior PA
commander said. "If we give this up, then Hamas is in complete charge."

The Islamic movement has not conceded on plans to take over PA security
agencies. They said Hamas expects to control several PA security agencies
once it leads a government.

"We expect the Hamas-led government to control the security services which
according to the law fall under the responsibility of the minister of
interior," said Hamas spokesman Mushir Al Masri, said. [The Jerusalem
District Court has awarded a $20 million judgement to victims of a Hamas
attack in 2002. This was the first time Hamas was sucessfully sued in an
Israeli court. It was not clear how the judgement would be implemented as
Hamas does not have assets in Israel.] At the same time, Hamas operatives
said thousands of trained fighters would be recruited for police and
security positions in the West Bank and Gaza Strip. They said the Hamas
troops would ensure internal security and defend against Israeli attacks.

The senior operative said the Islamic fighters would launch operations
that have been avoided by the PA. He cited anti-crime missions as well as
the battle against drugs and corruption.

Hamas was even prepared to halt unauthorized Palestinian missile strikes
against Israel. The senior operative said Hamas forces would arrest Fatah,
Islamic Jihad and other gunners who violate the so- called calm, or
Tahadiya, with Israel. Over the last week, Fatah has increased attacks
against Israel.

Since the Jan. 25 Hamas victory in the Palestinian Legislative Council
elections, PA security agencies have fallen in disarray. Palestinian
sources said the only security agency still operating as normal is the
traffic police.

Hamas said commanders have been drafting plans to organize security
intelligence agencies. Operatives said Hamas, which has weapons production
facilities, could quickly assume control over the entire Gaza Strip.

"We don't need the PA weapons," another Hamas operative said. "We have
enough factories to produce all the weapons and munitions we need." [On
Thursday, Israeli soldiers killed two Palestinian infiltrators along the
Gaza-Israel border. The infiltrators were said to have attacked the Karni
border terminal, which processes cargo to and from the Gaza Strip.]

[On Thursday, Israel reported that the PA released scores of Islamic Jihad
and other insurgents since the Hamas victory. Officials said 35 Jihad
insurgents convicted of security offenses were released from Jericho
prison.]

On Thursday, an Egyptian diplomat was abducted by suspected Fatah gunmen
in Gaza City. The Egyptian was identified as Hossam Musseli, who worked as
a military adviser in the Egyptian mission in the Gaza Strip.

released.

In a statement, the ministry added that the diplomat is released after being

Egyptian Diplomat Kidnapped in Gaza

- PCHR strongly condemns the kidnapping of the Egyptian
diplomat, Husam El-Mousili, in Gaza on 9 February 2006. This crime is
another in a series of organized crimes, which have undermined the rule of
law in the OPT, particularly since the announcement of the Palestinian
Legislative Council (PLC) election results. Similar crimes were carried out
prior to the elections but failed to undermine or delay the elections.

PCHR's initial investigations indicate that on Thursday, 9 February 2006,
unidentified gunmen travelling in a "Volkswagen" stopped the car of the
Egyptian diplomat, Husam El-Mousili, in Gaza city. They forced him out of
the car and took him to an unknown location. The diplomat was on his way to
work in the Egyptian Representative Office in Gaza City, near the Ministry
of Social Affairs in Thawra Street. The kidnapping took place near the
Representative Office and the identity of the kidnappers remains unknown.

This crime is connected to a series of crimes, which have undermined the
rule of law in the OPT and have added to the general security chaos that
exists, particularly in the Gaza Strip. These crimes have increased since
the announcement of the results of the PLC elections, which were held on 25
January 2006. The Centre views these crimes as an organized and intentional
attempt to undermine the results of the elections. Furthermore, these
crimes are an extension of similar crimes that preceded the elections, with
the aim of undermining or delaying them.

The kidnapping coincided with an attack by scores of gunmen against the
Ministry of Finance building in Gaza City. At approximately 22:00, fifty
gunmen working in the Palestinian security forces demonstrated in front of
the Ministry of Finance, to protest against the delay in payment of their
salaries. They burned tires during the demonstrations and broke into the
building. PCHR has learned that these gunmen were hired to work in the
security services 4 months ago but have only received salaries for one
month. Their names were not listed in the last payroll list. The gunmen
threatened to hold another demonstration on Saturday, 11 February, if their
salaries were not paid.

PCHR has observed scores of attacks over the past two weeks. They have
included attacks against European diplomatic missions and cultural centres
in Gaza City, under the pretext of protesting against the cartoons
slandering Prophet Mohammad that were published in European newspapers. The
EU mission headquarters in Gaza City was subject to an attack on 1 February,
at the hands of gunmen from the "Al-Yasir Brigades," affiliated with Fatah.
The gunmen climbed to the roof of the building, fired into the air, ordered
the closure of the building and threatened to kidnap Danish and Norwegian
nationals, if their countries did not issue an apology. And on 2 February
2006, a group of gunmen from the "Ahmad Abu El-Riesh Brigades," affiliated
with Fatah, attacked the French Cultural Centre in Gaza City. They smashed
a sign at the entrance of the centre and fired into the air. Later that
night, unidentified assailants threw a hand grenade at the centre, which
also includes a consular section. No damage was reported. And on 4
February 2006, a number of school children threw stones at the EU mission
headquarters and the German Cultural Centre in Gaza City.

Also as part of the ongoing escalation of crimes against the rule of law
after the elections, civilians have been vandalizing agricultural
greenhouses and other property of the "Agricultural Land Development
Project". This project runs the greenhouses in the evacuated Israeli
settlements in the southern Gaza Strip. These attacks were carried out
under the protection of armed gunmen. According to the PCHR's
investigations, these attacks reached their height on Sunday and Monday (5,
6 February, 2006), when scores of people dismantled a number of greenhouse
units in the former settlement of Gan Or. These actions were perpetrated
under the protection of Palestinian gunmen.

And on Thursday, 9 February 2006, five civilians were injured in an exchange
of fire between members of El-Sheikh Eid family in Awda square in Rafah.
The confrontations took place against the backdrop of earlier problems that
took place a few months ago, which led to the death of one and the injury of
others. Three female school students were injured in the clashes that took
place on 9 February 2006.

PCHR condemns the kidnapping of the Egyptian diplomat, and:

- Holds the Palestinian National Authority (PNA) fully responsible
for the continuation of kidnapping crimes, due to its failure to pursue the
perpetrators and bring them to justice.

- Calls upon the PNA to take serious and firm action, within the
limits of Palestinian Law and International Human Rights Law, against the
security chaos and repeated crimes which undermine the rule of law.

- Calls upon all national and Islamic parties to confront these
crimes and condemn them and to work towards establishing the rule of law.

international Quartet Committee's special envoy for Israeli disengagement,
James Wolfensohn, announced that he will work on helping the Palestinian
National Authority (PNA) past its current financial crisis, as the European
Union's Higher Representative for Common Foreign and Security Policy Javier
Solana prepares for a visit to the region in mid-February.

Following a meeting with President Mahmoud Abbas at the presidential
premises in Ramallah City, Wolfensohn said that he will help the PNA
overcome its financial problems.

"I have listened to the President about how to move along in light of this
new situation," Wolfensohn said, referring to the victory of Hamas movement
in the latest Palestinian legislative elections.

As for the PNA's tax revenues, which were frozen by Israel over the past two
weeks, the Quartet's envoy pointed out that this is up to the agreements
signed with the Israeli government.

In response to a question about the pressure being exercised on Palestinians
about financial aid and a Hamas-formed government, Wolfensohn commented by
saying, "we have no conditions."

The PNA faces a budget deficit of $700 million, as it fights to provide
monthly salaries for its employees, which are estimated at about $100
million each month.

On the other hand, Javier Solana, the EU's Higher Representative for CFSP
declared that he will visit the Palestinian territories as part of a tour in
the Middle East region.

"Mr. Solana will visit the Middle East from February 13-16, and will meet
President Mahmoud Abbas to discuss the Palestinian situations after the
legislative elections and their reflection on the entire peace process in
the region," a statement from Solana's office stated.

The EU representative will also visit Israel, where he'll meet with the
Israeli foreign minister Tzipi Livni.

This tour comes after the shockwave created by the publication of cartoons
offending Prophet Mohammed (Pbuh) in the Arab and Muslim world. The
statement further noted that Solana will emphasize in his tour, which
includes several Arab states, on the close relations between the European
Union and the Islamic countries.

The Russian President Vladimir Putin on Thursday invited Hamas to Moscow,
thus breaking the Israeli and US-led Western diplomatic siege of the Islamic
Resistance Movement, which won the Palestinian January 25 legislative
elections in a landslide, creating a political crisis with Israel, a rift
with the co-members of the Middle East Quartet and cracks in the anti-Hamas
pro-Israeli ranks, though he warned that "it is necessary (for Hamas) to
leave behind the extremist positions, to recognize Israel's right to exist
and to have relations with the international community."

Senior Hamas official Ismail Haniyeh, who topped the Islamic movement's
national list of "Change and Reform" in the parliamentary elections, said
that leaders of the group, "would be delighted" to visit Russia if Putin
tendered a formal invitation.

On January 31, Putin told Russian and foreign media at the Kremlin, Moscow:
"Our position concerning Hamas differs from the American and western
European positions. The foreign ministry of the Russian Federation never
declared that Hamas is a terrorist organization."

However he said: "But this does not mean that we approve and support
everything that Hamas does and all the declarations that they have made
recently," adding: "It is necessary to leave behind the extremist positions,
to recognize Israel's right to exist and to have relations with the
international community."

On Thursday, Putin invited leaders of Hamas to visit Moscow, reportedly
during mid-February. "Having maintained our contacts with the organization
Hamas, we intend to invite their leaders to Moscow in the near future to
search for solutions," Putin said.

Explaining his decision during a visit to Spain the Russian leader told
reporters in Madrid: "Hamas came to power ... as a result of democratic,
legitimate elections, and we must respect the choice of the Palestinian
people."

Putin's defense minister, Sergei Ivanov, on Friday added that "leading
states" will follow the Russian lead. "Sometime in the future, many leading
states will start supporting Hamas and have some contacts," he said.

Russia's Foreign Ministry spokesman, Mikhail Kamynin, further explained his
leader's goals on Thursday. Russia wants "to maintain the peace process on
the basis of the roadmap and to continue seeking solutions that are
acceptable to Palestine, Israel and the international community," he said.

Russia's special Middle East envoy, Alexander Kalugin, said Russia would
attempt to convince Hamas to take up peaceful dialogue, and to recognize
Israel's right to exist.

"We want them to respect all of the past agreements to avoid terror
attacks," Kalugin told the Russian news agency Interfax, adding: "Of
course, it is also necessary to embark on the road toward recognition of
Israel 's right to exist."

Russia is a member of the so-called Quartet of Mideast peace negotiators
that also includes the United States, the United Nations and the European
Union. The Quartet drafted and sponsored the June 2003 "roadmap" peace plan,
which was later adopted by the UN General Assembly and calls on the
Palestinians to renounce violence and disarm anti-Israeli occupation groups
like Hamas.

Kalugin said that in talks with Hamas , Russia "will help promote the
principles agreed upon by the Quartet." and "will suggest that Hamas change
its position at a meeting with representatives from the group," the AP
reported.

US Seeking Russian Explanations

The fourth member of the Quartet, the United States, steered clear of
criticizing Russian President for inviting Hamas, rejected the notion that
Putin's remarks undermine the unity or power of the Quartet, and requested
clarifications from Moscow.

Secretary of State Condoleezza Rice telephoned Russian Foreign Minister
Sergei Lavrov on Friday to discuss Moscow's surprise plans to invite
Palestinian election winner Hamas for talks.

The US ambassador in Russia, William J. Burns, has requested clarification
of the message Putin intends to give to the Hamas officials, State
Department spokesman, Sean McCormack, told reporters on Friday.

Washington considered Putin's decision a "sovereign" practice.

But State Department spokesman Sean McCormack said: "We have been assured
that should the Russian government meet with Hamas, that they would send
that -- that the meeting would be with the intent of sending that clear,
strong message," that Hamas disarms, recognizes Israel, and commits to
previous Palestinian - Israeli accords.

"Certainly, we are not going to have any contact with a terrorist
organization. But as for each state, they are going to have to make that
sovereign decision," McCormack said in Washington.

He rejected the notion that Putin's remarks would undermine the Quartet's
unity. "As a member of the Quartet, we would certainly expect that Russia
would deliver that same message," McCormack said.

The top US diplomat for the Middle East, David Welch, noted that Russia had
agreed to demand Hamas recognize Israel, disarm, renounce violence and keep
to previous Palestinian accords with Israel.

"We would expect that any meeting that occurs with any Palestinian
representatives, including Hamas, would emphasize these principles," Welch
told a news conference. "That should be the approach of any country -- that
is, to drive home what is agreed internationally," he added.

Rift in Quartet, Cracks in EU

Putin's invitation to Hamas revealed cracks in the unified stance of the
Quartet as shown by their statement after their meeting in London in
December.

UN Secretary-General Kofi Annan has urged the international community to
give Hamas time to change its ways before ruling it out as a partner.

"We are at a very early stage of the game," Annan told reporters in New
York.

"Hamas won the election but they have never been in government. They need
time to organize themselves," he said.

Annan also told Hamas to listen to the warnings of the international
community, to take upon itself the commitments of the Palestinian National
Authority (PNA), and to abandon the path of violence and to recognize
Israel.

Meanwhile, Putin's invitation also led to differences among the members of
the European Union, another Quartet member.

France, in an apparent break with the United States, has signaled support
for the Russian meeting and said such talks might advance the position of
the Quartet.

"We share with Russia the goal to bring Hamas to the positions which allow
us to reach the goal of two states living in peace and security," French
Foreign Ministry spokesman, Denis Simonneau, told reporters in Paris on
Friday, but indicated at the same time that Russia had not informed European
leaders of its intent to talk with Hamas.

"As long as we remain within the framework of the goals and principles that
we have set for ourselves, we consider that this (Russian) initiative can
contribute to advancing our positions," he explained.

Separately German Foreign Minister Frank-Walter Steinmeier of Germany is
expected in Israel and the Palestinian territories on Sunday, but a German
official insisted, "He is definitely not going to talk to Hamas."

EU hopeful and NATO member, Turkey, has announced Ankara will deal with
Hamas both as a "party" and as a government.

Turkish Prime Minister Recep Tayyip Erdogan on Thursday said he would invite
Hamas in his capacity as a party leader, but when the Islamic Movement
assumes power he'll invite it officially as he had invited previous
Palestinian government officials.

However the EU Austrian presidency has a completely different point of view.

On Friday, EU president Austria in a statement criticized Iranian President
Mahmoud Ahmadinejad for meeting in Syria with "Palestinian terrorist groups"
and called on Iran to end such contacts, according to AFP.

Austria called "upon Iran to end such links," the statement said, adding:
"The (Austrian EU) Presidency also called upon Iran to join the
international consensus on the need for a two state solution to the Middle
East conflict."

Ahmadinejad met on January 20 in Damascus with the leaders of ten
Palestinian movements including the Islamic Jihad and Hamas.

Iran rejected the EU "intervention" in its affairs. Austria's statement is
"an intervention in internal affairs of Iran and unacceptable," IRNA quoted
Iranian Foreign Ministry spokesman, Hamid-Reza Asefi, as saying.

"What is ugly and unpleasant both rationally and logically is contact and
ties with the 'Zionist' regime that has been violating rights of the
Palestinian people and is a source of threat and instability in the Middle
East," Asefi said.

Israel: A Slap in the Face, a Stab in the Back

Meanwhile the Israeli reaction to Putin's move was furious, accusing Moscow
of stabbing Israel in the back and slapping Western countries in the face.

Moshe Katsav, Israel's president, said the Russian move endangered the peace
process in the Middle East.

Israel's Foreign Minister, Tzipi Livni, on Friday criticized Russia's plan
to invite Hamas leaders to Moscow, saying it undercut international pressure
on Hamas to recognize Israel.

In an interview with the New York Sun, the foreign minister warned during a
visit to the United States of a "slippery slope" embarked upon by Russia,
which could grant legitimacy and compromise with Hamas.

"I don't know if it's a bad idea for him," a flustered Israeli Foreign
Minister Tzipi Livni said of Vladimir Putin. "I think it's a bad idea."

"There is a tendency sometimes among some in the international community to
try and understand, to reach agreements, to take a backward step," the
Israeli foreign minister added.

Separately, speaking on Israel Radio, Israeli cabinet minister of education,
Meir Sheetrit, accused Putin of "stabbing Israel in the back."

Russia "cannot fill any position regarding negotiations with the
Palestinians" unless it changes its position on Hamas, Sheetrit told Israel
Radio.

Sheetrit, a leading member of the Kadima party, also recalled Russia's
support of the Arab bloc during the Cold War, saying Putin's comments show
that "Russia is returning to the mistakes of the past."

Senior Israeli officials said Israel was seeking a full explanation from
Russia's ambassador to the Jewish state, and from other top Russian
officials.

"It's not just a slap in the face to Israel. It's a slap in the face to
Western countries," said one Israeli official, speaking on condition of
anonymity because talks with Russia were ongoing. "We are waiting for an
explanation."

... If Iran's supreme religious leader, Ali Khamenei, succeeds in helping
put a new Nasser into power in Egypt, and this time of the uncompromising
Islamic type, the shift there might carry the entire region into an
anti-West posture.

Twice in the past month the IDF's GOC Southern Command, Major General Yoav
Galant, has utilized internal forums to warn against cuts in the armored
forces in general and in his sector in particular. Galant convened senior
officers, many of them reservists, for a seminar on Egypt at Ben-Gurion
University of the Negev in Be'er Sheva. The experts who addressed the
officers mentioned a series of dangers - political, economic, demographic.
If there is "an iota of an iota of risk" that Egyptian policy will change
along with the regime, Galant warned in his summation, Israel must be
prepared for this.

Galant is currently in the minority. Mofaz, as the political figure whose
task it is to give the defense establishment directives, did not adopt
Galant's view; nor would it have been polite to do so on the eve of meetings
with senior officials from Egypt and other Arab states in Taormina. But it
is wrong simply to shrug off the apprehension that after three decades of
peace with Egypt, with its strategic advantages, the strongest Arab army is
liable to fall under the influence of fanatic Islam. When NATO officials
speak - very guardedly - about the looming need to take action against the
Tehran regime, as distinct from the Iranian nation, they are referring also
to these kinds of gloomy scenarios.

In order to avoid them, the Americans, if pressed, are capable of doing what
is contrary to their declarations and, it would seem, to their principles as
well: to reach a practical compromise with Tehran. As described by Peter
Robb in his book "Midnight in Sicily," which skirts Taormina and focuses on
Palermo in the northwest of the island, the U.S. Armed Forces drew on the
aid of the Mafia against Hitler and Mussolini, and against the Soviets was
assisted by Italy's right wing, which also hooked up with the Mafia. The
Americans are not against a deal with the devil, as long as he keeps his
word and does his part.

Unemployment in the Middle East - Causes and Consequences

Introduction

The International Labour Office (ILO) in Geneva, a specialized agency of the
United Nations, recently issued its annual World Employment Report 2004-2005
(Employment, Productivity and Poverty Reduction).

The report finds that, despite a robust economic growth in 2005, the number
of unemployed people worldwide climbed to new heights in 2005. According to
the report, the total number of jobless stood at 191.8 million people at the
end of 2005, an increase of 2.2 million since 2004 and 34.4 million since
1995.

Young people aged 15 to 24 comprise almost half of the world's unemployed
and are more than three times as likely as "adults" to be out of work. The
ILO called this figure "troublesome," given that youth make up only 25 per
cent of the working age population.(1)

In terms of focus, the report brings together "three linked themes":
employment, productivity and poverty reduction.

Unemployment in MENA - The Highest Rate in the World

The Middle East and North Africa [MENA](2) stands out as the region with the
highest rate of unemployment in the world. With an unemployment rate of 13.2
percent, the Middle East is ahead of sub-Saharan Africa, the poorest region
in the world, which has the second highest rate of unemployment, 9.7
percent. The Arab League Economic Unity Council estimates unemployment in
the Middle East (members of the Arab League only) at 20 percent. The number
of unemployed people in MENA is particularly puzzling because the oil
producing countries employ 7-8 million expatriate workers transmitting
perhaps as much as $22 billion a year.

page 23, provides data on unemployment, employment to population ratio, and
Gross Domestic Product (GDP) as well as a perspective in MENA within the
broader global context.

Employment to Population Ratios

Employment to population ratio is a measure of the percentage of working-age
population who are employed. Although MENA has registered a notable increase
in this measurement, it has remained the lowest in the world, with 45.4 in
1993, and increasing only slightly to 46.4 a decade later. The latter figure
contrasts with a ratio of 62.5 worldwide and a ratio of 57.0 in densely
populated South Asia.(3)

The little increase in MENA reflects changes in women's employment. The
ratio for women, which increased from 20.4 in 1993 to 23.5 in 2003,
indicates fewer social and cultural restrictions on women's employment,
although the ratio of 23.5 remains the lowest in the world.(4) The figure
for males, by contrast, has remained relatively constant (69.6 in 1993 and
68.6 in 2003).

Working Poverty in MENA

The ILO developed the concept of "working poverty" to cover those who work
but do not earn enough to lift themselves and their families above the $1-
or $2-a-day poverty line.(5) In terms of $1-a-day and $2-a-day poverty data,
the Middle East and North Africa (MENA) fares much better than most other
regions in the world. The report does indicate, however, that the incidence
of working poverty is much higher in the non-oil producing countries than in
the oil-producing countries.(6) Nevertheless, to halve $1 a day working
poverty by 2015, the GDP must grow at 4-5 percent a year. To halve the $2 a
day working poverty by 2015, the GDP must grow by 8-10 percent a year.(7)
This rate of growth will not be easy to achieve without profound structural
reforms in both the economy and polity of most countries involved, in
particular the non-oil producing countries.

Low Productivity of Workers

The table printed above provides other startling data. While GDP in MENA
registered an annual increase of 5.5 percent in 1993-2003, which is the
second highest in the world, productivity, which measures how efficiently
resources are used, increased by about 0.1 percent annually during the same
period (for total of 0.9 percent over the last 10 years) which is better
only than sub-Saharan Africa, which registered negative productivity.(8) It
is only one-tenth of world average productivity increase of a little more
than 1 per cent per annum.

MENA is the only region where productivity has not moved in tandem with GDP.
The explanation for this unusual pattern is that the GDP growth was fueled
primarily by the increases in oil revenues accompanied, according to the ILO
report, by "stagnant productivity." It is a perfect example, the ILO says,
of why in the long term, "decent employment creation and productivity growth
have to go hand in hand with GDP growth. Only then will economic growth lead
to poverty reduction."(9) By contrast, East Asia has managed to benefit from
"the virtuous cycle" of productivity growth, employment generation, and GDP
growth.(10)

The report does make a distinction in the level of productivity between oil-
and non-oil producing countries. Saudi Arabia and the United Arab Emirates
have a much higher productivity than non-oil producing countries such as
Egypt, Morocco and Yemen.(11) What the report fails to mention is that the
above-average higher productivity in the two oil-producing countries can at
least be attributed to emigrant labor from South and East Asia who, like
most migrant workers, are often highly motivated, and hence productive, as
they seek to maximize their income during the life of their often fixed-term
contract with their employers.

Notable Features About Middle East and North Africa

The most significant feature is the structure of the population. MENA is
characterized by its growing young population, with 37 percent below the age
of 15 years in 2000, and 58 percent below the age of 25 years.(12) The
working-age population is increasing by three percent a year. The biggest
challenge facing policy makers in the region is the high rate of youth
unemployment, estimated at 25.6 percent in 2003, which is the highest in the
world. Although fertility rate (births per woman) in the region may be
declining, it is still higher than in other developing countries, and there
is the concern that population growth could outpace economic growth.(13)

The unemployment rate of the MENA region has been hovering around the 13 per
cent mark for the last decade. According to the ILO report this steady rate
of unemployment reflects an average of 500,000 of additional unemployed per
year. The increase in employment is not enough to absorb all those who enter
the labor market annually. In May 2005, Taleb Rifa'i, regional director of
ILO, asserted that the high rate of unemployment in the Arab world, which at
one estimate reached 20 percent, will ultimately result in a state of
underemployment, as most people will be forced to take up jobs for low
compensation packages that do not suit their qualifications, and will
further result in increased poverty.(14)

High Rate of Unemployment in the Arab Countries

Ahmad Gowaili, secretary-general of the Arab League Economic Unity Council,
referred to an unemployment rate of 20 percent in the Arab countries.
According to Gowaili, this percentage is translated into 22 million
unemployed, of whom 60 percent are youth. This figure, he added, is likely
to increase by three percent annually. He attributes the main cause of
unemployment to the failure in most Arab countries to link educational
orientation to the labor market requirements. (15)

The Challenge for Policy Makers

Apart from addressing the high unemployment rate among their youth, the
other challenge for policy makers in MENA is to insure that the share of
people working but still not being able to lift themselves and their
families above $2 a day should be brought down. To reduce the unemployment
by half in 2015, MENA needs GDP growth rates much higher than the historical
growth rates of 3.5 percent.(16)

Experience elsewhere suggests that to achieve such a steady and high rate of
growth with a corresponding rate of employment, it would be necessary to
shift workers from a low productive employment, and from what the
director-general of ILO called "the urban alleyways" of many cities in the
region, into a more knowledge-based production of high value-added
commodities. The shift to a more knowledge-based employment is also dictated
by the limited prospects of increasing the scope of agriculture in most Arab
countries. The Economic Unity Council of the Arab League points out that the
Arab countries occupy 10 percent of the world territory, five percent of the
world population, but only 0.5 percent of its water resources.(17) In fact,
the Arab countries already import food commodities worth $15 billion, and
rising.(18)

To reach a higher level of knowledge base, the Arab countries in the region
would need to invest more in Research and Development (R&D). The Economic
Unity Council of the Arab League estimates that the Arab countries spent
0.24 percent of their GNP on R&D.(19) Figures available elsewhere for
individual countries show the big gap between the highest rated country in
the world, Norway, with 1.6 percent of GNP in R&D, and Egypt, among the
lowest, with 0.2 percent of GNP spent on R&D. In between are Israel with 0.9
percent; Qatar, 0.7 percent; and Jordan and Tunisia, 0.3 percent.(20)

The Arab countries in MENA would also need to attract foreign direct
investment (FDI). These countries remain the least attractive to FDI,
acquiring only between one to three percent of total FDI, because of
inhospitable environment for foreign-dominated businesses, various
restrictions on foreign exchange, inefficient labor market, absence of an
adequate commercial code, and stifling bureaucracy. Above all, there is a
psychological mindset that equates globalization with imperialism: Instead
of seeking to bring its benefits to their countries, many Arab intellectuals
treat it with suspicion and mistrust. Hence has emerged the contrast whereby
in 2005 China attracted $62 billion in FDI, against $6 billion in Arab
countries - a lot of which went into the oil and gas sector.

The Consequences of High Rates of Unemployment

With a persistently high level of unemployment, many educated young Arabs
are seeking opportunities outside their countries. In doing so, they seek to
escape the obligation to accept jobs outside their specialization,
inadequate scientific and technological infrastructure, low income
opportunities for the highly skilled, and political instability or political
oppression in the native countries; and they seek to gain opportunities for
entrepreneurship with minimal bureaucratic constraints.(21)

Among the lower skilled, migrations may be tied to the serious phenomena of
human trafficking and grave physical risks. It is common nowadays to read
about boats loaded with illegal workers sinking on the way from North Africa
to southern Europe. Moreover, as a result of a high rate of unemployment,
"different forms of passive and active violence are on the upswing reducing
the spaces for dialogue, conflict resolution and consensus building."(22)

Conclusion

Like any other commodity, oil is subject to price fluctuations, and these
are often pretty sharp. A declining oil price with a high unemployment rate
is, in the words of Augusto Lopez Claros, chief economist of the World
Economic Forum, "a lethal combination."(23)

In the words of ILO Director General Juan Somavia, "the world is facing a
global jobs crisis of mammoth proportions, and a deficit in decent work that
isn't going to go away by itself." Clearly, the statement is particularly
pertinent to the situation in MENA, and especially to the Arab countries in
that region.

Unemployment is a grave source of hopelessness, and hopelessness drives
people to extremes. This was clearly demonstrated in the twentieth century
in the rise of Nazism and Fascism. Unemployment has the great potential of
being a source of political instability and even violence, and it is to no
one's advantage to treat this economic dislocation with equanimity.

Klaus Schwab, the president of the World Economic Forum, warned that
unemployment in the Middle East was "a time bomb" that would require the
creation of 100 million new jobs in the next 10 years to defuse it.(24)

JEDDAH, 11 February 2006 - An influential imam of the Grand Mosque in Makkah
yesterday called for the imposition of stiff punishment on those daring to
mock the Prophet Muhammad (peace be upon him).
Delivering his Friday sermon, Sheikh Abdul Rahman Al-Sudais also emphasized
the need to activate international resolutions that condemn and punish such
crimes as defamation of religions and prophets.
"All Islamic countries have condemned this act of crime," Al-Sudais told the
faithful who packed the large mosque complex, referring to the blasphemous
cartoons published by Western newspapers.
"We make a call from the podium of the Grand Mosque and the birthplace of
Islam, on behalf of Muslims all over the world, that tough punishment should
be imposed on those who make a mockery of the Prophet," the imam said.
Sudais said Western countries and organizations were adopting double
standards on the issue of Danish cartoons allowing abuse of Muslim
sanctities and their Prophet.
"The repulsive cartoons depicting the Prophet have violated the sanctity of
1.5 billion Muslims around the world and their feelings.... This has exposed
those who are actually promoting extremism, violence and hatred between
peoples," Sudais said.
He praised Muslims all over the world for standing up to the challenge and
protesting the publication of cartoons.
Sudais told Islamic scholars and intellectuals to do more to spread the
message of the Prophet and his noble qualities and ideals. "We must seize
this opportunity to spread the correct perspective of his noble life through
publications and programs in various languages," he added.
The imam called on wealthy Muslims to use their money to confront the smear
campaigns against Islam.

EXCERPTS:
It is almost a week since Al-Salam 98 sank beneath the waters of the Red
Sea. The ferry was carrying 1,414 passengers, more than a thousand of whom
perished in the disaster. The official investigation into the causes of the
sinking of the 35-year-old boat has yet to make its finding public, leading
to a spate of speculation and rumour.
According to early official statements the catastrophe began soon after the
ferry had left the Saudi port of Dubba on its way to Safaga when a fire
broke out on one of the ferry's lower decks. The flames soon spread, and as
crew members used water to extinguish the flames the roll-on roll-off ferry,
built to a notoriously unstable design, quickly lost balance. In the tilting
boat passengers were unable to reach many of the lifeboats and did not know
how to use the ones they could reach.
Officials were quick to stress that the ferry had passed all the required
safety inspections and fully complied with international safety
requirements. They insist there can be no allocation of blame before the
investigation is complete.
Yet as the official investigation continues unanswered questions surrounding
the disaster have increased, not least the role of Salah Gomaa, captain of
Al-Salam's sister ship the Saint Catherine, who was reportedly told by the
company's owner that he should not stop to help the stricken ferry, though
Saint Catherine was in the vicinity, but instead continue to his
destination. Both boats are the property of the Al-Salam Transport Company,
owned by Mamdouh Ismail, a member of the Shura Council.
Gomaa told Al-Ahram Weekly that the decision not to go to the aid of the
stricken vessel was entirely his.

According to international marine arbitrator and Red Sea expert Wessam
Hafez, who is preparing his own report on the disaster, "all the authorities
responsible for allowing the ferry to set sail must carry responsibility."
The fire, he said, appears to have been caused by sea water entering the
boat through a hole and then sparking an electrical fire. To make matters
worse carbon dioxide fire extinguishers were not available and the crew had
to use water to extinguish the flames which disturbed the boat's balance.
There were no water pumps to get the water out, and the ferry's equipment,
which would automatically have sent distress signals to surrounding ports
and boats, appear not to have been working.
"The absence of a working distress signal system is a grave violation of
maritime law by the company boat's owner," he said.
While it was the company's responsibility to ensure the boat was equipped
with a warning system, it was the responsibility of the Egyptian and Saudi
Arabian maritime inspection offices to check that the vessel was seaworthy
before its departure from port.
"It was their job to prevent the ferry from going anywhere, and they
failed," said Hafez, who added that the company owner may well have had "his
own ways of encouraging officials in the two offices to turn a blind eye to
the ferry's defects".
That the rescue operation began "four hours after the authorities had been
informed of the disaster", says Hafez, led to unnecessary loss of life. "If
they had started the minute they knew about it and used planes to reach the
scene of the tragedy the cost in human lives would have been reduced."
Hafez also criticises the Safaga maritime station, responsible for
monitoring the boat's passage. The problem, he says, is that the station
does not employ "marine officers and the staff do not have sufficient
experience to act in critical situations".
Hafez also notes that ferries like Al-Salam 98 -- including Salem Express
and Al-Salam 95, both sunken ships belonging to the same company -- are
bought at knockdown prices in Europe, where they are no longer licensed to
carry passengers and can only carry livestock.
"Ismail, as the owner of the boats, should be brought to justice," says
Hafez. "If his company had done this anywhere else he would already be in
prison."
It is essential, believes Hafez, that the government punish all the involved
parties. "There are many ferries similar to Al-Salam 98 that are still
sailing. Do we have to wait till they all sink before anything is done?" he
asked.
... Mubarak, however, has assured the public that those responsible for the
disaster will not escape punishment.... .
That Ismail, as a member of the Shura Council, enjoys diplomatic immunity
has caused uproar among relatives of the victims. "Al-Salam 98, and the two
ferries that sank before it, all belonged to Al-Salam. ... .
On Sunday MPs will submit demands for a full and comprehensive investigation
into the disaster though one senior official, speaking on condition of
anonymity, voiced his fears that "the ongoing investigations will either end
up in attributing the whole disaster to fate or else find a scapegoat while
those really responsible go free."
Yesterday, in his daily Al-Akhbar column, prominent writer Ahmed Ragab
sarcastically wrote that the sinking of the ferry is "a blunt indication of
the strength of corruption, the pervasiveness of which has now gotten
completely beyond government control".

In a live interview broadcast on Israel Radio this morning, leftist author
and poet Chaim Guri responded to criticism that while the Israeli Left is
concerned about Palestinian olive trees that they express no humanitarian
interest in the fate of the Jews who were evacuated from the Gaza Strip and
have suffered greatly because the Government has failed to provide the
compensation and other services.

Guri explained that the "plight of Palestinians is a humanitarian concern
while the settlers removed from Gush Katif is politics."

Guri went on to explained that the Palestinians were the "poor of one's own
city" - thus qualifying for priority.

The phrase "poor of one's own city" is a phrase from Jewish law regarding
priority in the distribution of limited resources in humanitarian cases.
That, other things being equal (in terms of critical nature of need, etc.),
one first takes care of one's own poor.

Settler leader Bentzi Lieberman responded on the program that when Guri says
that he considers Palestinians who genuinely desire the eradication of
Israel to have the same standing - if not higher standing - than fellow
Jews - that this illustrates a seriously distorted morality on the part of
this representative of the Israeli Left.

Strategists at the Pentagon are drawing up plans for devastating bombing
raids backed by submarine-launched ballistic missile attacks against Iran's
nuclear sites as a "last resort" to block Teheran's efforts to develop an
atomic bomb.

Central Command and Strategic Command planners are identifying targets,
assessing weapon-loads and working on logistics for an operation, the Sunday
Telegraph has learnt.

They are reporting to the office of Donald Rumsfeld, the defence secretary,
as America updates plans for action if the diplomatic offensive fails to
thwart the Islamic republic's nuclear bomb ambitions. Teheran claims that it
is developing only a civilian energy programme.

"This is more than just the standard military contingency assessment," said
a senior Pentagon adviser. "This has taken on much greater urgency in recent
months."

The prospect of military action could put Washington at odds with Britain
which fears that an attack would spark violence across the Middle East,
reprisals in the West and may not cripple Teheran's nuclear programme. But
the steady flow of disclosures about Iran's secret nuclear operations and
the virulent anti-Israeli threats of President Mahmoud Ahmadinejad has
prompted the fresh assessment of military options by Washington. The most
likely strategy would involve aerial bombardment by long-distance B2
bombers, each armed with up to 40,000lb of precision weapons, including the
latest bunker-busting devices. They would fly from bases in Missouri with
mid-air refuelling.

The Bush administration has recently announced plans to add conventional
ballistic missiles to the armoury of its nuclear Trident submarines within
the next two years. If ready in time, they would also form part of the plan
of attack.

Teheran has dispersed its nuclear plants, burying some deep underground, and
has recently increased its air defences, but Pentagon planners believe that
the raids could seriously set back Iran's nuclear programme.

Iran was last weekend reported to the United Nations Security Council by the
International Atomic Energy Agency for its banned nuclear activities.
Teheran reacted by announcing that it would resume full-scale uranium
enrichment - producing material that could arm nuclear devices.

The White House says that it wants a diplomatic solution to the stand-off,
but President George W Bush has refused to rule out military action and
reaffirmed last weekend that Iran's nuclear ambitions "will not be
tolerated".

Sen John McCain, the Republican front-runner to succeed Mr Bush in 2008, has
advocated military strikes as a last resort. He said recently: "There is
only only one thing worse than the United States exercising a military
option and that is a nuclear-armed Iran."

Senator Joe Lieberman, a Democrat, has made the same case and Mr Bush is
expected to be faced by the decision within two years.

By then, Iran will be close to acquiring the knowledge to make an atomic
bomb, although the construction will take longer. The President will not
want to be seen as leaving the White House having allowed Iran's ayatollahs
to go atomic.

In Teheran yesterday, crowds celebrating the anniversary of the 1979 Islamic
revolution chanted "Nuclear technology is our inalienable right" and cheered
Mr Ahmadinejad when he said that Iran may reconsider membership of the
nuclear Non-Proliferation Treaty.

He was defiant over possible economic sanctions.

According to the group, the new rocket has a range of 13-16 kilometers
(about 8-10 miles) and contains TNT, as well as other components that make
it more powerful.

However, a Qassam rocket apparently fired by the group at the western Negev
Saturday is an older type of rocket.

Islamic Jihad spokesman Abu Hamza said the military wing's engineering unit
was finally able to produce the new Quds rocket, which is an improved
version of the Quds 101 rocket currently used by the group.

The spokesman added the new rocket, which he said is 2.3 meters long (about
7 feet,) has been successfully tested by the organization and was produced
using great investment at special labs.

Abu Hamza warned the new rocket will be put into use soon and noted the
previous Quds model was able to cause damages in the Ashkelon area, north of
the Gaza Strip. The spokesman added Islamic Jihad will continue to undertake
work aimed at improving its launching capabilities.

Recently, almost all Palestinian organizations in the Gaza Strip announced
they have been able to improve the rockets in their possession, which they
said are more lethal than the current Qassam rockets.

At one point, Fatah's al-Aqsa Martyrs' Brigades said the group was able to
acquire Grad missiles.

In an unprecedented and previously unimaginable case, two former employees
of the American Israel Public Affairs Committee were accused last year of
mishandling classified government information. Now they are asking a
federal court to dismiss the charges against them.

The prosecution of the former AIPAC officials, Steven J. Rosen and Keith
Weissman, represents an extraordinary attempt by the Bush Administration to
use the Espionage Act to restrict the activities and even the conversations
of members of the public who are not government employees.

"The prosecutors in this case have taken the unprecedented step of
criminalizing an alleged leak not just against the government official who
was charged with protecting such information, but also members of public
policy organization with First Amendment protection who listened to what
this government official had to say," the new defense motion to dismiss
states.

"If this indictment is allowed to stand, a statute which in the first
instance is intended to address classic spying will not only be applied to
erring government officials but now will be applied to private American
citizens pursuing first amendment protected activities."

What Rosen and Weissman are charged with is nothing more than "what members
of the media, members of the Washington policy community, lobbyists and
members of congressional staffs do perhaps hundreds of times every day," the
defense says.

There is no allegation that Rosen or Weissman "ever stole, secreted,
purloined, paid for or otherwise obtained classified information from any
person -- inside or outside government -- by any illegal means."

Instead, they listened to, and repeated, information provided by former
Pentagon official Lawrence A. Franklin that was purportedly classified.

"Never has a lobbyist, reporter, or any other non-government employee been
charged... for receiving oral information the government alleges to be
national defense material as part of that person's normal First Amendment
protected activities."

"The government's construction of [the Espionage Act] would allow for the
punishment of any private citizen who obtains classified information --
regardless of how or why -- and then discloses it to another private
citizen."

"Such a result would be profoundly disturbing," according to the Defendants'
motion.

Remarkably, the legal memorandum on behalf of the defendants was co-authored
by Viet Dinh, the former Justice Department attorney who is best known as
one of the architects of the USA Patriot Act.

The defense memorandum was filed under seal on January 19 and unsealed by
the court in the Eastern District of Virginia on February 9.

I'm slow on the uptake here of my piled up email, but I wish to make
two observations re: Hoffman or other flip-floppers.. and WingTV......

I think we're far enough down the road to be able to tell who's with
the 911 skeptics and who is not, their camies have failed.

I do not think there is any middle ground in this deal. You're either
on the USG side or not. While Hoffman et al., occupy positions in the
9/11 movement, that means nothing. They're plants. ANYONE WHO EVEN
whispers the phrase "damage the entire 9-11 cause.", has blown their
cover. Along these same lines, I don't think that the position that
the public can't take the truth of no planes is correct.....I think
they can and will understand that there's something fishy about no
wreckage of 4 planes.....no matter how little they have been exposed
to 9/11 skeptics...

On WingTV, beyond early comments on the CD of the towers, never again
to be revisited, they have focused 100% of their efforts of the past
year or so on targeting various 9/11 personalities. Period. I think
their assignment is to keep stirring the slime pot, persuing a single
impression of 9/11 skeptics are all bad, therefore the USG must be ok.
It doesn't matter whether they are exposing a 9/11 truth or not, as
long as they take down a researcher/radio personality with them. That
is their only specialty--diminishing other 9/11ers. Whereas Hoffman
disses others' research that is dangerous to the USG's fable. So
WingTV discredits people, Hoffman confabulates threatening research.

Just because some 911ers, like AJ, Tarpley, specialize in political
or geopolitical aspects and ignore the forensics of 911, doesn't mean
they're not on our side, but attacking from the positiion they know
best. To me, it's not so much what you say, but how often you say
it, is how you penetrate their skulls. That's the way the USG
propaganda machine does it. Hufschmidt and Smith, now down, said
things people really needed to hear that everyone else avoided out of
fear of retaliation. People needed to hear that some guy with dual
citizenship (Dov Zackheim) had extraordinary power and control over
the Pent. budget that ended up short by some $trillion or so
dollars.....they needed to hear that Cheney (one of two token non-Jews
in the seats of power) is on the board of JINSA(?). I respect Eric,
unsure of Smith. But now there is no voices that address what impact
Zionism has on the US. and Am. Jewry. At any rate, to just toss them
out as being anti-semitic, I want to hear the proof of that first.
Give me the example. Israel is all over this deal. the elephant in
the living room, and is all over silencing of world media, and why
nobody gets invited to talk on TV about the lies of 9/11.

One blessed week later is Blues Fest, the most beautiful week Chicago
has to offer.
A "Truth Tent" on the grounds of the Blues Fest I don't know if it would
be possible, and it would certainly require fund raising, but having
911Eyewitness, Loose Change, Killtown and maybe even Gerard Holmgren in
from Australia doing presentations would be super super super cool.
Fund raising is the stopper. There has to be folks with money who cares

Ok.  What I meant was why not just use, super powerful explosives? 
Conventional, but more powerful than normal, mini nukes even?  Seems
simple enough to me.

I just would not advise using any limited opportunity we have before
the press to talk about secret invisible microwave beams.  That
would be suicide and a definite PR victory for the September
criminals.  We need to be pushing "explosives cremating Americans
alive" and not these other issues like did a plane hit the tower or
not, or was there a pod on it etc.  Good issues to discuss and
investigate amongst ourselves (it definately needs to be done), BUT
SUICIDAL ISSUES to bring up in front of the press.  No press is
better than that kind of press.
