An evangelical Virginia farmer says a revolution against industrial agriculture is just down the road.

I might never have found my way to Polyface Farm if Joel Salatin hadn�t refused to FedEx me one of his chickens.

I�d heard a lot about the quality of the meat raised on his �beyond organic� farm, and was eager to sample some. Salatin and his family raise a half-dozen different species (grass-fed beef, chickens, pigs, turkeys, and rabbits) in an intricate rotation that has made his 550 hilly acres of pasture and woods in Virginia�s Shenandoah Valley one of the most productive and sustainable small farms in America. But when I telephoned Joel to ask him to send me a broiler, he said he couldn�t do that. I figured he meant he wasn�t set up for shipping, so I offered to have an overnight delivery service come pick it up.

�No, I don�t think you understand. I don�t believe it�s sustainable��organic,� if you will�to FedEx meat all around the country,� Joel told me. �I�m afraid if you want to try one of our chickens, you�re going to have to drive down here to pick it up.�

This man was serious. He went on to explain that Polyface does not ship long distance, does not sell to supermarkets, and does not wholesale its food. All of the meat and eggs that Polyface produces is eaten within a few dozen miles or, at the most, half a day�s drive of the farm�within the farm�s �foodshed.� At first I assumed Joel�s motive for keeping his food chain so short was strictly environmental�to save on the prodigious quantities of fossil fuel Americans burn moving their food around the country and, increasingly today, the world. (The typical fruit or vegetable on an American�s plate travels some 1,500 miles to get there, and is frequently better traveled and more worldly than its eater.) But after taking Joel up on his offer to drive down to Swoope, Virginia, to pick up a chicken, I picked up a great deal more�about the renaissance of local food systems, and the values they support, values that go far beyond the ones a food buyer supports when he or she buys organic in the supermarket. It turns out that Joel Salatin, and the local food movement he�s become an influential part of, is out to save a whole lot more than energy.

In Joel�s view, the reformation of our food economy begins with people going to the trouble and expense of buying directly from farmers they know��relationship marketing,� the approach he urges in his recent book, Holy Cows and Hog Heaven: The Food Buyer�s Guide to Farm Friendly Food. Joel believes that the only meaningful guarantee of integrity is when buyers and sellers can look one another in the eye, something few of us ever take the trouble to do. �Don�t you find it odd that people will put more work into choosing their mechanic or house contractor than they will into choosing the person who grows their food?�

Joel, who describes himself as a �Christian-libertarian-environmentalist-lunatic farmer,� speaks of his farming as his �ministry,� and certainly his 1,000 or so regular customers hear plenty of preaching. Each spring he sends out a long, feisty, single-spaced letter that could convince even a fast-food junkie that buying a pastured broiler from Polyface Farm qualifies as an act of social, environmental, nutritional, and political redemption.

�Greetings from the non-bar code people,� began one recent missive, before launching into a high-flying jeremiad against our disconnected �multi-national global corporate techno-glitzy food system� with its �industrial fecal factory concentration camp farms.� (The dangerous pileup of modifiers is a hallmark of Joel�s rhetorical style.) Like any good jeremiad, this one eventually transits from despair to hope, noting that the �yearning in the human soul to smell a flower, pet a pig and enjoy food with a face is stronger now than anytime in history,� before moving into a matter-of-fact discussion of this year�s prices and the paramount importance of sending in your order blanks and showing up to collect your chickens on time.

I met several of Polyface�s parishioners on a Thursday in June as they came to collect the fresh chickens they�d reserved. It was a remarkably diverse group of people: a schoolteacher, several retirees, a young mom with her towheaded twins, a mechanic, an opera singer, a furniture maker, a woman who worked in a metal fabrication plant in Staunton. They were paying a premium over supermarket prices for Polyface food, and in many cases driving more than an hour over a daunting (though gorgeous) tangle of county roads to come get it. But no one would ever mistake these people for the well-heeled, urban foodies generally thought to comprise the market for organic or artisanal food. There was plenty of polyester in this crowd and a lot more Chevrolets than Volvos in the parking lot.

So what exactly had they come all the way out here to the farm to buy? Here are some of the comments I collected:

�This is chicken as I remember it from my childhood. It actually tastes like chicken.�

�I just don�t trust the food in the supermarket anymore.�

�These eggs just jump up and slap you in the face!�

�You�re not going to find fresher chickens anywhere.�

�All this meat comes from happy animals�I know because I�ve seen them. And the pork tenderloin is to die for!�

�I drive 150 miles one way to get clean meat for my family.�

�It�s very simple: I trust the Salatins more than I trust Wal-Mart. And I like the idea of keeping my money right here in town.�

I was hearing, in other words, the same stew of food fears and food pleasures (and food memories) that has driven the growth of the organic food industry over the past 20 years�that, and the satisfaction many Polyface customers clearly take in spending a little time on a farm, porch-chatting with the Salatins, and taking a beautiful drive in the country to get here. For some people, reconnecting with the source of their food is a powerful idea. For the farmer, these on-farm sales allow him to recapture the 92 cents of a consumer�s food dollar that now typically winds up in the pockets of processors, middlemen, and retailers.

I asked Joel how he answers the charge that because food like his is more expensive, it is inherently elitist. �I don�t accept the premise,� he replied. �First off, those weren�t any �elitists� you met on the farm this morning. We sell to all kinds of people. Second, whenever I hear people say clean food is expensive, I tell them it�s actually the cheapest food you can buy. That always gets their attention. Then I explain that, with our food, all of the costs are figured into the price. Society is not bearing the cost of water pollution, of antibiotic resistance, of food-borne illnesses, of crop subsidies, of subsidized oil and water�of all the hidden costs to the environment and the taxpayer that make cheap food seem cheap. No thinking person will tell you they don�t care about all that. I tell them the choice is simple: You can buy honestly priced food or you can buy irresponsibly priced food.�

As it is, artisanal producers like Joel compete on quality, which, oddly enough, is still a somewhat novel idea when it comes to food. �When someone drives up to the farm in a BMW and asks me why our eggs cost more, well, first I try not to get mad,� said Joel. �Frankly, any city person who doesn�t think I deserve a white-collar salary as a farmer doesn�t deserve my special food. Let them eat E. coli. But I don�t say that. Instead I take him outside and point at his car. �Sir, you clearly understand quality and are willing to pay for it. Well, food is no different: You get what you pay for.�

�Why is it that we exempt food, of all things, from that rule? Industrial agriculture, because it depends on standardization, has bombarded us with the message that all pork is pork, all chicken is chicken, eggs eggs, even though we all know that can�t really be true. But it�s downright un-American to suggest that one egg might be nutritionally superior to another.� Joel recited the slogan of his local supermarket chain: ��We pile it high and sell it cheap.� What other business would ever sell its products that way?�

When you think about it, it is odd that something as important to our health and general well-being as food is so often sold strictly on the basis of price. Look at any supermarket ad in the newspaper and all you will find in it are quantities�pounds and dollars; qualities of any kind are nowhere to be found. The value of relationship marketing is that it allows many kinds of information besides price to travel up and down the food chain: stories as well as numbers, qualities as well as quantities, values rather than �value.� And as soon as that happens, people begin to make different kinds of buying decisions, motivated by criteria other than price. But instead of stories about how it was produced accompanying our food, we get bar codes�as illegible as the industrial food chain itself, and a fair symbol of its almost total opacity.

Much of our food system depends on our not knowing much about it, beyond the price disclosed by the checkout scanner; cheapness and ignorance are mutually reinforcing. And it�s a short way from not knowing who�s at the other end of your food chain to not caring�to the carelessness of both producers and consumers that characterizes our economy today. Of course, the global economy couldn�t very well function without this wall of ignorance and the indifference it breeds. This is why the American food industry and its international counterparts fight to keep their products from telling even the simplest stories��dolphin safe,� �humanely slaughtered,� etc.�about how they were produced. The more knowledge people have about the way their food is produced, the more likely it is that their values�and not just �value��will inform their purchasing decisions.

TO TALK TO THE CUSTOMERS and farmers working together in Joel Salatin�s corner of the country to rebuild a local food chain is to appreciate it is a movement and not merely a market. Or rather it is a novel hybrid, a market-as-movement for at its heart is a new conception of what it means to be a �consumer��an attempt to redeem that ugly word, with its dismal colorings of selfishness and subtraction. Many of the Polyface customers I met (though by no means all of them) had come to see their decision to buy a chicken from a local farmer rather than from Wal-Mart as a kind of civic act, even a form of protest. A protest of what exactly is harder to pin down, and each person might put it a little differently, but the customers I met at Polyface had gone to some trouble and expense to �opt out��of the supermarket, of the fast-food nation, and, standing behind that, a globalized industrial agriculture. Their talk of distrusting Wal-Mart, resenting the abuse of animals in farm factories, insisting on knowing who was growing their food, and wanting to keep their food dollars in town�all this suggested that for many of these people spending a little more for a dozen eggs was a decision inflected by a politics, however tentative or inchoate.

�Opting out� is a key term for Joel, who believes that it would be a fatal mistake to �try to sell a connected, holistic, ensouled product through a Western, reductionist, Wall Street sales scheme��by which (I think) he means selling to big organic supermarkets like Whole Foods. As far as Joel is concerned, there isn�t a world of difference between Whole Foods and Wal-Mart. Both are part of an increasingly globalized economy that turns any food it touches into a commodity, reaching its tentacles wherever in the world a food can be produced most cheaply and then transporting it wherever it can be sold most dearly.

Shortly before I traveled to Virginia, I�d reread an essay by Wendell Berry in which he argued that reversing the damage done to local economies and the land by the juggernaut of world trade would take nothing less than �a revolt of local small producers and local consumers against the global industrialism of the corporations.� He detected the beginnings of such a rebellion in the rise of local food systems and the growing market �for good, fresh, trustworthy food, food from producers known and trusted by consumers.� Which, as he points out, �cannot be produced by a global corporation.� Berry would have me believe that what I was seeing in the Polyface salesroom represented a local uprising in a gathering worldwide rebellion against what he calls �the total economy.�

Why should food, of all things, be the linchpin of that rebellion? Perhaps because food is a powerful metaphor for a great many of the values to which people feel globalization poses a threat, including the distinctiveness of local cultures and identities, the survival of local landscapes, and biodiversity. When Jos� Bov�, the French Roquefort farmer and anti-globalization activist, wanted to make his stand against globalization, he used his tractor to smash not a bank or insurance company but a McDonald�s. Indeed, the most powerful protests against globalization to date have revolved around food: I�m thinking of the movement against genetically modified crops, the campaign against patented seeds in India (which a few years ago brought as many as half a million Indians into the streets to protest World Trade Organization intellectual property rules), and Slow Food, the Italian-born international move- ment that seeks to defend traditional food cultures against the global tide of homogenization.

Even for people who find the logic of globalization otherwise compelling, the globalization of food often stops them short. Treating food as a commodity like any other simply doesn�t square with their beliefs or experience. But that is precisely where the logic of globalization leads: Once the last barrier to free trade comes down, and the last program of government support for farmers ends, our food will come from wherever in the world it can be produced most cheaply. The iron law of competitive advantage dictates that if another country can grow something more efficiently�whether because its land or labor is cheaper or its environmental laws more lax�we will no longer grow it here. What�s more, under the global economic dispensation, this is an outcome to be wished for, since it will free our land for more productive uses�more houses, say. Since land in the United States is relatively expensive, and our tolerance for agricultural pollution and animal cruelty is rapidly wearing thin, in the future all our food may come from elsewhere, as well it should. This argument has been made by, among others, economist Steven C. Blank, in a book rather bloodlessly titled The End of Agriculture in the American Portfolio.

And why should a nation produce its own food when others can produce it more cheaply? A dozen reasons leap to mind, but most of them the Steven Blanks of the world�and they are legion�are quick to dismiss as sentimental. I�m thinking of the sense of security that comes from knowing your community, or country, can feed itself; the beauty of an agricultural landscape; the outlook and kinds of local knowledge the presence of farmers brings to a community; the satisfactions of buying food from a farmer you know rather than the supermarket; the locally inflected flavor of a raw-milk cheese or honey. All those things�all those pastoral values�free trade pro-poses to sacrifice in the name of efficiency and economic growth.

Though you do begin to wonder who is truly the �realist� in this debate, and who the romantic. We live, as Berry has written, in an era of �sentimental economics,� since the promise of global capitalism, much like the promise of communism before it, ultimately depends on an act of faith: that if we permit the destruction of certain things we value here and now, we will achieve a greater happiness and prosperity at some unspecified future date. As Lenin reputedly put it, in a sentiment the WTO endorses in its rulings every day, you have to break a few eggs to make an omelet.

Perhaps it is no accident that sentimental communism foundered precisely on the issue of food. The Soviets sacrificed millions of small farms and farmers to the dream of a collectivized industrial agriculture that never managed to do what a food system has to do: feed the nation. By the time of its collapse, more than half of the food consumed in the Soviet Union was being produced by small farmers and home gardeners operating without official sanction on private plots tucked away in the overlooked corners and cracks of the crumbling Soviet monolith. George Naylor, an outspoken Iowa corn and soybean farmer who heads up the National Family Farm Coalition, has likened the rise of alternative food chains in America to �the last days of Soviet agriculture. The centralized food system wasn�t serving the people�s needs, so they went around it. The rise of farmer�s markets and CSAs [community supported agriculture, the name for farms that offer weekly boxes of produce on a subscription basis] is sending the same signal today.� Of course, the problems of our food system are very different�if anything, it produces too much food, not too little, or too much of the wrong food. But there�s no question that it is failing many consumers and producers, who together are finding creative ways around it.

So much about life in a global economy feels as though it has passed beyond the individual�s control�what happens to our jobs, to the prices at the gas station, to the votes in the legislature. But somehow food still feels a little different. We can still decide, every day, what we�re going to put into our bodies, what sort of food chain we want to participate in. We can, in other words, reject the industrial omelet on offer and decide to eat another. This might not sound like a big deal, but it could be the beginnings of one. Already the desire on the part of consumers to put something different in their bodies has created a $14 billion market in organic food in the United States. That marketplace was built by consumers and farmers working informally together outside the system, with exactly no help from the government.

The total economy, astounding in its ability to absorb every challenge, is well on its way to transforming organic food from a reform movement into an industry�another flavor in the global supermarket. It took capitalism less than a quarter century to turn even something as ephemeral as bagged salads of cut and washed organic mesclun, of all things, into a cheap international commodity retailed in a new organic supermarket. Whether this is a good or bad thing, people will disagree; probably it�s a little of both.

Joel Salatin and his customers want to be somewhere that juggernaut can�t go, and it may be that by elevating local above organic, they have found exactly that place. By definition, local is a hard thing to sell in a global marketplace. Local food, as opposed to organic, implies a new economy as well as a new agriculture�new social and economic relationships as well as new ecological ones. It�s a lot more complicated.

Of course, just because food is local doesn�t necessarily mean it will be organic or even sustainable. There�s nothing to stop a local farm from using chemicals or abusing animals�except the gaze or good word of its customers. Instead of looking at labels, the local food customer will look at the farm for himself, or look the farmer in the eye and ask him about how he grows his crops or treats his animals. That said, there are good reasons to think a genuinely local agriculture will tend to be a more sustainable agriculture. For one thing, it is much less likely to rely on monoculture, the original sin from which almost every other problem of our food system flows. A farmer dependent on a local market will, perforce, need to grow a wide variety of things, rather than specialize in the one or two plants or animals that the national market (organic or otherwise) would ask from him.

The supermarket wants all its lettuce from the Central Valley, all its apples from Washington state, and all its corn from Iowa. (At least until the day it decides it wants all its corn from Argentina, all its apples from China, and all its lettuce from Mexico.) People in Iowa can eat only so much corn and soybeans themselves. So when Iowans decide to eat locally, rather than from the supermarket, their farmers will quickly learn to grow a few other things besides. And when they do, they�ll probably find they can give up most of their fertilizers and pesticides, since a diversified farm will produce much of its own fertility and its own pest control.

Shopping in the Organic Supermarket underwrites important values on the farm; shopping locally underwrites a whole set of other values as well. Farms produce a lot more than food; they also produce a kind of landscape and kind of community. Whether Polyface�s customers spend their food dollars here in Swoope or in the Whole Foods in Charlottesville will have a large bearing on whether this lovely valley�this undulating checkerboard of fields and forests�will endure, or whether the total economy will find a �higher use� for it. �Eat your view!� is a bumper sticker often seen in Europe these days; as it implies, the decision to eat locally is an act of land conservation as well, one that is probably a lot more effective (and sustainable) than writing checks to environmental organizations.

�Eat your view!� takes work, however. To participate in a local food economy requires considerably more effort than shopping at the Whole Foods. You won�t find anything microwavable at the farmer�s market or in your weekly box of organic produce from the CSA, and you won�t find a tomato in December. The local food shopper will need to put some work into sourcing his own food�learning who grows the best lamb in his area, or the best sweet corn. And then he will have to become reacquainted with his kitchen. Much of the appeal of the industrial food chain is its convenience; it offers busy people a way to delegate their cooking (and food preservation) to others. At the other end of the industrial food chain that begins in a cornfield in Iowa sits an industrial eater at a table. (Or, increasingly, in a car.) The achievement of the industrial food system over the past half-century has been to transform most of us into precisely that creature.

All of which is to say that a successful local food economy implies not only a new kind of food producer but a new kind of eater �one who regards finding, preparing, and preserving food as one of the pleasures of life rather than a chore. One whose sense of taste has ruined him for a Big Mac, and whose sense of place has ruined him for shopping for groceries at Wal-Mart. This is the consumer who understands�or remembers�that, in Wendell Berry�s memorable phrase, �eating is an agricultural act.� He might have added it�s a political act as well.

ON MY LAST DAY ON THE FARM, a soft June Friday afternoon, Joel and I sat talking at a picnic table behind the house while a steady stream of customers dropped by to pick up their chickens. I asked him if he believed the industrial food chain would ever be overturned by an informal, improvised movement made up of farmer�s markets, box schemes, metropolitan buying clubs, Slow Foodies, and artisanal meat-processing plants. Even if you count the Organic Supermarket, the entire market for all alternative foods remains but a flea on the colossus of the industrial food economy, with its numberless fast-food outlets and supermarkets backed by infinite horizons of corn and soybeans.

�We don�t have to beat them,� Joel patiently explained. �I�m not even sure we should try. We don�t need a law against McDonald�s or a law against slaughterhouse abuse�we ask for too much salvation by legislation. All we need to do is empower individuals with the right philosophy and the right information to opt out en masse.

�And make no mistake: it�s happening. The mainstream is splitting into smaller and smaller groups of like-minded people. It�s a little like Luther nailing his 95 theses up at Wittenberg. Back then it was the printing press that allowed the Protestants to break off and form their own communities; now it�s the Internet, splintering us into tribes that want to go their own way.�

Of course! Joel saw himself as more of a Luther than a Lenin; the goal wasn�t to blow up the Church but simply to step around it. Protestantism also comes in many denominations, as I suspect will the future of food. Deciding whether that future should more closely resemble Joel�s radically local vision or Whole Foods� industrial organic matters less than assuring that thriving alternatives exist; feeding the cities may require a different sort of food chain than feeding the countryside. We may need a great many different alternative food chains, organic and local, biodynamic and Slow, and others yet undreamed of. As in the fields, nature may provide the best model for the marketplace, and nature never puts all her eggs in one basket. The great virtue of a diversified food economy, like a diverse pasture or farm, is its ability to withstand any shock. The important thing is that there be many food chains, so that when any one of them fails�when the oil runs out, when mad cow or other food-borne diseases become epidemic, when the pesticides no longer work, when drought strikes and plagues come and soils blow away�we�ll still have a way to feed ourselves. It is because some of those failures are already in view that the salesroom at Polyface Farm is buzzing with activity this afternoon, and why farmer�s markets in towns and cities all across America are buzzing this afternoon too.

�An alternative food system is rising up on the margins,� Joel continued. �One day Frank Perdue and Don Tyson are going to wake up and find that their world has changed. It won�t happen overnight, but it will happen, just as it did for those Catholic priests who came to church one Sunday morning only to find that, my goodness, there aren�t as many people in the pews today. Where in the world has everybody gone?�

While Minuteman civilian patrols are keeping an eye out for illegal border crossers, the U.S. Border Patrol is keeping an eye out for Minutemen - and telling the Mexican government where they are.

According to three documents on the Mexican Secretary of Foreign Relations Web site, the U.S. Border Patrol is to notify the Mexican government as to the location of Minutemen and other civilian border patrol groups when they participate in apprehending illegal immigrants - and if and when violence is used against border crossers.

A U.S. Customs and Border Protection spokesman confirmed the notification process, describing it as a standard procedure meant to reassure the Mexican government that migrants' rights are being observed.

"It's not a secret where the Minuteman volunteers are going to be," Mario Martinez said Monday.

"This ... simply makes two basic statements - that we will not allow any lawlessness of any type, and that if an alien is encountered by a Minuteman or arrested by the Minuteman, then we will allow that government to interview the person."

Minuteman members were not so sanguine about the arrangement, however, saying that reporting their location to Mexican officials nullifies their effectiveness along the border and could endanger their lives.

"Now we know why it seemed like Mexican officials knew where we were all the time," said Chris Simcox, founder of the Minuteman Civil Defense Corps. "It's unbelievable that our own government agency is sending intelligence to another country. They are sending intelligence to a nation where corruption runs rampant, and that could be getting into the hands of criminal cartels.

"They just basically endangered the lives of American people."

Officials with the Mexican consulate in Washington, D.C., could not be reached for comment Monday.

Martinez said reporting the location of immigrant apprehensions to consulate representatives is common practice if illegal immigrants request counsel or believe they have been mistreated.

"Once an illegal alien is apprehended, they can request counsel," he said. "We have to give their counsel the information about their apprehension, and that includes where they are apprehended, whether a Minuteman volunteer spotted them or a citizen."

Martinez said Mexico's official perception of the civilian groups is that they are vigilantes, a belief the Border Patrol hoped to allay by entering into the cooperative agreement.

One of the documents on the Web site, "Actions of the Mexican Government in Relation to the Activities of Vigilante Groups," states that Mexican consulate representatives stay in close contact with Border Patrol chiefs to ensure the safety of migrants trying to enter the United States those being detained, and the actions of all "vigilantes" along the border.

"The Mexican consul in Presidio also contacted the chief of the Border Patrol in the Marfa Sector to solicit his cooperation in case they detect any activity of `vigilantes,' and was told to immediately contact the consulate if there was," according to the document.

"Presidio" refers to Presidio County, Texas, which is in the Big Bend region and a gateway to northern Mexico.

The document also describes a meeting with San Diego Border Patrol sector chief Darryl Griffen.

"\ said that the Border Patrol will not permit any violence or any actions contrary to the law by the groups, and he is continuously aware of \ operations," according to the document. "Mr. Griffen reiterated to the undersecretary his promise to notify the General Consul right away when the vigilantes detain or participate in the detention of any undocumented Mexicans."

The documents specifically named the Minuteman Civil Defense Corps and its patrols, which began monitoring Arizona's southern border in April 2005, as well as Friends of the Border Patrol, a Chino-based nonprofit.

TJ Bonner, president of the National Border Patrol Council, a union representing more than 10,000 Border Patrol agents, said agents have complained for years about the Mexican consulate's influence over the agency.

"It worries me \ seems to be unduly influencing our enforcement policies. That's not a legitimate role for any foreign nation," Bonner said, though he added, "It doesn't surprise me."

Border Patrol agents interviewed by this newspaper group said they have been asked to report to sector headquarters the location of all civilian volunteer groups, but to not file the groups' names in reports if they spot illegal immigrants.

"Last year an internal memo notified all agents not to give credit to Minuteman volunteers or others who call in sightings of illegal aliens," said one agent, who spoke on the condition he not be identified. "We were told to list it as a citizen call and leave it at that. Many times, we were told not to go out to Minuteman calls."

The document also mentions locations of field operations of Friends of the Border Patrol, which patrolled the San Diego sector from June to November 2005. Mexican officials had access to the exact location of the group founded by Andy Ramirez, which ran its patrols from the Rough Acre Ranch, a private property in McCain Valley.

Ramirez said that for safety reasons, he disclosed the location of his ranch patrol only to San Diego Border Patrol and law enforcement officials. The group did not apprehend or spot any undocumented migrants in that area.

"We did not release this information ... to the media or anyone else," Ramirez said. "We didn't want to publicize that information. But there it is, right on the Mexican government's Web site, and our government gave it to them."

For all the people on this list with children and grandchildren, you need to be concerned about this because if we allow corporations to import workers as commodities, we will be leaving them enslavement as a legacy. How about a bowl of gruel and a cot out of the rain? That's what some workers in China are working for now.

The corporations are protecting and defending illegal aliens to take jobs on the low end of the job market and they are buying votes in congress for visas so they can import cheap professional labor at the top end of the job market. This puts the American people in a vise and they corporations are squeezing.

THE "SKIL" Bill (Securing Knowledge Innovation and Leadership Bill) was introduced in the Senate on May 3, 2006 by Senator Cornyn. The aim of the SKIL Bill is to reform both the H-1B visa, the employment based green card visa and the F-1 Student visa process. Many of the provisions in the SKIL Bill have been duplicated in the Comprehensive Immigration Reform bill currently in the Senate floor. We will discuss below the features of the SKIL bill.

What are the proposed changes in the current H-1B law?

Answer: The proposed changes are the following:
1.. Raise the H-1B cap from 65,000 to 115,000;
2.. Create an uncapped exemption for professionals who have earned a U.S. master's or higher degree and those have been awarded a medical specialty certification based on post-doctoral U.S. training and experience;
3.. Modify the existing 20,000 cap exemption to apply to those with a master's or higher degree from an institution of higher education in a foreign country.

What are the proposed changes in the current Employment Based (EB) Immigrant Visa law?

Answer: The following are the proposed changes:
1.. Raise the number of visa from 140,000 to 290,000 visas a year and allow unused visas to fall forward annually while recapturing unused visas from previous fiscal years 2001-2005;
2.. Retain current green card allocation so that the majority of visas go to highly-educated and skilled workers;
3.. Exempt from the EB cap professionals who have earned a U.S. master's or higher degree and those awarded a medical specialty certification based on post-doctoral U.S. training and experience;
4.. Exempt from the cap those who have earned a science, technology, engineering or math master's or higher degree who have worked 3 years in the US; [Note: Looks to me like this lets in all H1-Bs. i.e.. the retrogression Immigration Voice is seeking]

7.. Exempt spouse and minor children of employment-based professionals from the visa being counted against the cap;
8.. Provide special handling labor certification to those who hold a U.S. master's or higher degree and medical specialty certifications based on post-doctoral U.S. training and experience.

What are the proposed changes in the Student visa law?

Answer: The proposed changes are as follows:
1.. Create a new F-1 visa to enable employers to start the green card process while the worker is on a U.S. STEM (Science, Technology, Engineering, or Math) bachelor's or higher degree during optional practical training after graduation;
2.. Extend optional practical training to 24 months;
3.. Elimination of the presumption of immigrant intent and the foreign residency requirement.

1.. Substitution of beneficiary in Labor Certification may end soon. If you have a pending substitution, you should act now.
2.. DMV is sending renewal notices of driver's licenses by mail. However, they also check the person's legal presence. If the applicant has no legal presence then he could be subject to removal. We provide consultation on DMV problems.
3.. Income tax filing is required in the proposed Amnesty, which may require Social Security or ITIN. Individual Tax Identification Number (ITIN) is required before bank accounts can be opened. It is also needed by employers to charge to expense payment of wages.

Salazar pushes for National Bio Agro Defense facility to come to Lower Arkansas Valley

Rep. John Salazar (D-Colo.) is pushing for the Lower Arkansas Valley to become home to a bio defense facility.

On March 21, Salazar made official a possible economic development project that has been worked on behind the scenes for a month or two, according to Wayne Snider, who is heading up the city's economic development efforts.

Salazar, in a letter to U.S. Department of Homeland Defense Secretary Michael Chertoff, asked that the Lower Arkansas Valley be considered as a possible location for the establishment of a new National Bio Agro Defense Facility.

According to Snider the facility has the potential to create more than 200 high-tech, high-paying jobs, which is not only good for La Junta, it's good for the region.

The letter to Secretary Chertoff was in response to a request for assistance from community leaders in Otero and Bent counties in trying to get this project located in the valley.

�As the U.S. representative for much of the Lower Arkansas Valley, I believe the Lower Arkansas Valley would be a great place to establish this new and very important facility,� said Salazar.

Salazar said that the communities of the valley have ample space for growth and access to highway infrastructure. Salazar added that these communities are close to Fort Carson, where the facility could be used in conjunction with military training and research.

�The Lower Arkansas Valley is home to a large concentration of cattle production, and La Junta, Colo., is one of the nation's largest livestock marketing areas. It should also be noted that Colorado State University, which is one of the nation's leading agriculture colleges, is located in Fort Collins, Colo., and they have branch campuses and extension offices located in the region,� Salazar said in the letter.

The new facility is expected to replace the aging Plum Island Animal Disease Center in New York. According to the Department of Homeland Security's Web site, �The Plum Island Animal Disease Center is an essential component of the national strategy for protecting U.S. agriculture from a bioterrorist attack involving the intentional introduction of foreign animal diseases such as foot-and-mouth disease, as described in the Homeland Security Presidential Directive, �Biodefense for the 21st Century.'�

Both DHS and the U.S. Department of Agriculture conduct programs at the Plum Island Facility as part of an integrated agro-defense strategy.

The Plum Island Facility is being replaced because it is now 50 years old and is becoming increasingly more costly to maintain. Additionally, the laboratory and test space in the current facility is insufficient to support the increasing levels of research and development needed to meet concerns about accidental or intentional introduction of foreign animal diseases into the country and isn't appropriate for zoonotic disease research.

The Lower Arkansas Valley is just one possible location, but according to Snider and others it fits the bill for DHS' needs.

Snider said that it's not yet clear what will happen and whether or not the new facility will come to the valley as everything is in the preliminary stages right now.

According to the DHS Web site, �The options for a location, or locations, for the biocontainment facilities have not been identified at this time, but will be considered during the conceptual design study. DHS will continue to work closely with USDA and Health and Human Services throughout the conceptual design process, which will also include ongoing consultation with other key stakeholders including professional societies and industry groups.

�Experts from DHS, USDA and HHS, will review the key programmatic requirements for each of these options in order to assess key facility determinants such as the amount and type of required laboratory and support space. DHS will also conduct a design solicitation in the coming months in order t be able to better estimate the costs of key components of such a facility, such as biocontainment laboratories, support space, and administrative space.�

ANH Avian Flu Expert Committee today launched a report on nutritional protocols that could be used to reduce the reduce death and illness associated with a bird flu pandemic.

Nutritional protocols to counter lack of vaccines and antiviral drugs in a Bird Flu pandemic

Following an invitation by Dr David Narbarro, UN global coordinator on Avian Influenza, to submit natural prevention and treatment recommendations for a human avian influenza pandemic, the British Society for Ecological Medicine (BSEM) and the Alliance for Natural Health (ANH) formed a collaboration to write a detailed, evidence-based report on the subject. The report, entitled "The Pivotal Role for Natural Products in Countering an Avian Influenza Pandemic" was launched today at the Institute of Physics, Portland Place London WC1, having first been submitted to the World Health Organization on March 27th 2006.

The report focuses on the key nutrients zinc, vitamin C, and vitamin A as primary interventions for the prevention and treatment of human H5N1 influenza infection and its complications, and has been authored by four leading scientists and doctors in the fields of nutritional medicine and health.

Dr. Damien Downing, president of BSEM, stated: "following an extensive review of over 250 peer reviewed studies, we believe that the protocols developed here can help to buy time and fill the gap between the outbreak of a pandemic and the months or years required for development and manufacture of effective vaccines. What is more, manufacture of these nutrients can be easily scaled up to meet global needs, and is likely to be a highly cost effective intervention. If governments were to ignore the available evidence, as well as recent research and trials on natural products against the H5N1 virus, this would amount, in our view, to an act of gross professional negligence."

It is widely recognized that vaccines will take at least 6 months to develop if Bird Flu mutates to cause a human pandemic, and that years may be required to produce enough material to vaccinate entire national populations, by which time the most lethal waves of a pandemic will have passed.

Present international strategies rely heavily on the use of anti-viral drugs such as Tamiflu (oseltamivir) as the primary medical intervention for human avian influenza treatment, along with physical interventions for prevention of infection, such as improved personal hygiene, quarantine and social distancing.

It is hoped by governments that H5N1 antiviral drug resistance will not emerge rapidly, and that this containment and control strategy will be sufficient until vaccines become widely available. Clearly, this is a high risk strategy and there is a need for other interventions to counter both the possibility of multiple pandemic viral strains, and the risk of viral drug resistance developing early on in a pandemic.

Dr Robert Verkerk, lead author of the report and the ANH Executive and Scientific Director said: "we believe that the prevention and self-treatment protocols put forward here can be easily accessed and self-administered by populations everywhere. The hospital treatment protocols may offer particular hope to populations in those developing countries which are not likely to have access to anti-viral drugs or vaccines."

Verkerk added: "We hope that the WHO will take on board the key recommendations of our report with all possible speed, given the severity and imminence of the threat. It would be tragic if the WHO allowed any national prejudices that may exist with regard to natural interventions to interfere with adoption of these protocols, especially when vaccines will be unavailable in the early months of a pandemic. Many lives across the world may depend on the use of these protocols if a human H5N1 pandemic emerges in the near future."

PROTOCOLS

In the event of infection by H5N1, the sooner the recommended therapeutic dose levels are taken, the better. A subsequent reduction in bowel tolerance indicates that the virus is being overcome, and is generally accompanied by clinical improvement. This simple, practical dose-finding procedure must be well understood as it is of paramount importance for achieving the maximum therapeutic effect as quickly as possible.

The BSEM and ANH advise the following three protocols:

Protocol 1 - Prophylaxis; this should ideally be initiated at least one month before exposure to the H5N1 virus. In the event of a pandemic, it is anticipated that the majority of the population in most countries will have around this amount of notice as a minimum prior to being at extreme risk of infection.

Protocol 2 - Self-treatment; this should be initiated at the first sign or symptom of a possible viral infection.

Protocol 3 - Medical treatment; this protocol is reserved for serious or rapidly deteriorating cases, requiring intravenous therapy.

Who is JJ Hurtak?
To kick off this ambitious project, let us have a look at Don JJ Hurtak, the guy who started the whole �Keys of Enoch� deal and garnered such followers as the young Don Bernard �Drunvalo� Perona. Now a fully fledged psychic mafia Don in his own right.

Don James J "J.J." Hurtak's published bio says:

"J.J. Hurtak, Ph.D., Ph.D., M.Th. is a social scientist and futurist who studied at the University of California and the University of Minnesota."

Now, certainly he does not say that his degrees came from the University of California and the University of Minnesota... he only says he has degrees, followed by the names of two universities where he "studied." However, certainly, a reader would assume from this juxtaposition that his degrees came from those universities.

The fact is that his PhD is in social science and his other PhD in History and Oriental Studies, were obtained from the Universidad Autonoma Metropolitana, Mexico.

Regarding Hurtak's claims to have been at the Uni of California in 1973, we find the following.

The Book of Knowledge: The Keys of Enoch� (1973, 1975, 1977) makes the correlation that this Divine Name was the key behind the transcription code of chemical letters which develops the human body. In 1973 while at the University of California, Hurtak came to understand that there was a connection between the series of linguistic and genetic associations in the spelling of God�s name in the biblical Hebrew (YHVH).

Soon his students discovered he was not only a renowned scholar, but a Zen Buddhist monk as well. Hurtak, according to his account, had been �lifted up� in a body of light into a region of stars called Merak and Muscida by the Master Ophanim Enoch. Hurtak�s commentary on this Key reveals that the events of October 1973 galvanized him. Hurtak saw the October war as evidence that most Muslims, particularly those in power, are in league with, or in thrall to, dark extraterrestrial forces that originate in the constellations of Ursa Minor and Draco (with the principle star alpha Draconis as a focus).

Hurtak constructs an elaborate narrative linking ancient astronomy and geometry, genetic/molecular and computer theory with geo-political events, and in revisiting the old competitions between Muslim, Christian and Jew, recasts the historic dimensions of this occasional conflict in extraterrestrial, genetic terms.

In elaborating on Hurtak�s prophetic project I will first briefly describe Hurtak�s process of �prophetic regenesis,� in which revelation and prophetic commentary are said to �reveal� the contours of a cosmic conflict between two ancient extraterrestrial genetic bloodlines that is said to manifest itself in geo-political events on earth. Then, I will discuss how Hurtak�s process of revelation subsumes and elides the actual sequence of events as recorded by news agencies. Lastly, I will briefly describe how this narrative of Muslim/Christian conflict, recast in extraterrestrial and genetic terms, has impacted the writings and ideations of New Age and Ascensionist thinkers and practitioners. [�]

For example, an examination of the commentary explicating Key 109 demonstrates how, according the Hurtak, the Kaaba at Mecca acts as a concentration of anti-Universe, anti-Christ energy, a kind of spiritual black hole as it were. [�]

For Hurtak, this �clinging to the cube� that the Kaaba represents is, in fact, evidence of a dangerous tendency toward retrogression, rigidity, entropy and a need to tyrannically control. As Muslims circumambulate around their most sacred shrine in Mecca, they are exhibiting the �black hole function� of refusing to evolve up to the next level of organic organization. [�]

The implication is that Muslims do not �allow� the light of program of God to penetrate them, therefore, they re-enact and reinscribe, in their revering of the cube at Mecca, a focus on physical destruction of the 3-D world, in the way that the black hole is postulated to trap light itself.7 [�]

The Book of Knowledge constitutes Hurtak�s attempt to construct what occultist Rene Schwaller de Lubicz referred to as la Symbolique, a purported system of knowledge transmission de Lubicz considered to be primarily visual and pre-linguistic, and is secretly encoded in the shapes of various written languages, mystical buildings, such as the Great Pyramid and for Hurtak, in human DNA. [�]

The Children of Darkness �cling to the cube� in Mecca in order to keep the Children of Light from discovering the symbolique of redemption hidden in the Kaaba. They are not entirely at fault, since they are operating at the behest of extraterrestrials from alpha Draconis/Ursa Minor. They can be saved by bringing them to the Torah Or (Light of the Torah)�which Hurtak prophetically retranslates as the Program of Israel with Gematria designation 8033-45. [�]

Now lets look at the "Council for a Parliament of the World'd Religions" Mission again and see how it fits in with the above........... There is no way to determine for sure whether Hurtak�s apparent conflation of events is purposeful, the result of a faulty news source, or a common American tendency to disregard the complexities of Middle Eastern politics. Whatever the case, Hurtak declares that Enoch transported him to the location of the Kaaba, in much the same way that Jabriel was said to have transported Muhammad to the Temple Mount during his Night Journey. From his exalted standpoint, Enoch revealed to Hurtak how the cubic structure of the Kaaba acts like a black hole, sucking in and trapping the Light of the Father and feeding the Children of Darkness. 13 The stone inside the Kaaba, it is said holds and traps the accumulated and unredeemed sins of humanity inside the cube as Muslims, guided by extraterrestrial forces from alpha Draconis, are vampirically infected by the resulting energies of degeneration, vengeance and anti-evolution. [�]

So, how has this premillennial scenario played to Hurtak�s New Age and Ascensionist audience? [�]

Perhaps one of the most interesting responses can be found in an early ascension channeling session conducted by trance channel Barbara Marciniak in 1990.

When asked specifically about Hurtak and The Book of Knowledge, Marciniak�s guides replied that, although in the past they may have spoken highly of the Book, they also had �always maintained that [we] do not agree with what is being said there.� While the book is said to �resonate with its own form of integrity,� it is also limited by Hurtak�s belief systems, and he will eventually be surprised when he finds out what and who the conflict really involves. Her guides go on to recommend The Gods of Eden by William Bramley as a more accurate account of humanity�s extraterrestrial background.16

Some ascensionists have reported to me that something about the book �creeps them out,� and still others were quite surprised when I pointed out passages in the text that seemed to vilify Muslims or contained a �master race� narrative.

Most ascensionists seem not to be very interested in pursuing Hurtak�s premillennial charges of anti-Christ Muslim behavior, even while they generally accept his overall narrative regarding the existence of an extraterrestrial conspiracy on the Earth that is designed to keep humans from evolving and the importance of DNA as the locus of personal incarnation.

On the other hand, while perusing Internet archives of ascensionist/New Age chat rooms, I ran across several conversations, all post 9/11, in which Key 109 was brought up for discussion. In one instance, a respondent simply replied by posting a verse from Surah 9 of the Koran, which, when taken out of context, seems to provide justification for Muslims to kill their enemies at any opportunity. It was as if the respondent was saying: �Yes, see, look at their scriptures, they are just like that.� [�]

Robert Fuller (no relation to Buckminster), in his book Naming the Anti-Christ: The History of an American Obsession, notes that a great deal of the apocalyptic imagery that is increasingly found in much New Age/Ascensionist literature derives from fundamentalist/right wing sources/pre-millennial, ranging from Hal Lindsey to Orson Scott Card.18 [�]

For all of its sophisticated patter, and it�s potential as a vision that seeks to intimately link the twin infinities of the cosmos and the human soul through the mediating mechanism of DNA, Hurtak�s revelation seems to follow this trajectory with remarkable fidelity, only now the millennial conflict is cast in mathematical, extraterrestrial, genetic and even racial terms.

Later in The Book of Knowledge, Hurtak reveals that there are two other groups who operate with the Fallen Masters, obscuring the possibility of the Christ race evolving on Earth. These individuals are the orthodox �believers� in the Jewish and Christian communities, and the secular scholars and intellectuals who annoyingly insist on the importance of history, context, analysis and fact-finding.

For Hurtak, such critical analysis is idolatry constituting the Abomination of Desolation as described in the Book of Daniel.

Well, I guess the shoe fits. A close look at the Book of Knowledge reveals what one might call the circular edge of closure, when right and left wing interests are joined in the fervor of premillennial promises of perfected genetic evolution, the end of history and the conquering of ones stated enemies. It�s the same story being told now in more dangerous times.
