Sander has some neurotic problems. Subconsciously he's somehow
influenced by his father, who worked at the World Bank and when he was
younger he rebelled against him, but somehow he never really cut the ties.

I don't think, Sander is an active 'operative', but deceived by the
Ruppert/Millegan agenda.
