It's five in the morning, the post I've been drafting still isn't ready and I can't keep my eyes open any longer. So here's something else, while I get my act together:
2 Murders and Missing Cash in Iraq
The killing of Fern Holland, a young human rights worker from Oklahoma, remains as unsolved and mysterious as it was when her body was found riddled with bullets on a desolate stretch of road near one of Iraq's southern holy cities in March 2004.
Now, federal investigators in the United States are grappling with a second mystery: what happened to hundreds of thousands of dollars in cash issued by U.S. government authorities to Holland and Robert Zangas, a press officer who died in the same incident, in the days before their deaths?
Financial records from the American- run compound in Hilla, the south-central Iraqi city where Holland and Zangas were based, have disclosed that much or all of that money - issued for things like programs to train Iraqis in the workings of democratic governance and the building of women's rights centers that Holland was establishing in Iraq - was either missing or improperly accounted for immediately after their deaths.
Investigators are trying to determine whether that money was stolen as part of the web of bribery, kickbacks, theft and conspiracy that they have laid out in a series of indictments and court papers describing corruption by U.S. officials in Hilla in 2003 and 2004, according to officials involved in the inquiry. That corruption case, centered on reconstruction efforts, has led to four arrests, and more are expected.
Holland was the first US civilian to be murdered in Iraq. Two months later, the second was Nick Berg. For what it's worth, which may not be much, both were alumnists of Oklahoma University, where Berg's email account found it's way to Zacharias Moussaoui.
Berg was allegedly in Iraq on the business of repairing communication facilities, notably a radio tower near Abu Ghraib, and had as a business partner Aziz al-Taee, an Iraqi-emigre linked to Russian mafia. One of Berg's killers is heard to say "Do it quickly" in Russian.
I'm rambling, but here's the thing: Iraq has meant a massive transfer of wealth, much of it "lost" on the grey market. It's what pirates do, and they honour flags only for their convenience. Every last death in Iraq can be attributed to the profit-taking, though some, like Holland's and maybe Berg's, more directly than others.
By the way, if you saw the AP story on the weekend claiming Hugo Chavez seeks a referendum for a 25-year term and thought What the hell?, it was a hell of AP's design. Here's the truth.

The autobiography of the Tibetan lama Chagdud Tulku (Lord of the Dance, California: Padma Press, 1992, pp. 110–111) contains a fascinating reference to a Tibetan mountain giant and how a seeker of mystical relics was able to come across its remains.
While on their way to the monastery of Chudo Gompa in the mountains to witness dancing and ceremonial pageantry, the lama and his retinue came across a stupa marking the site where the legendary hero Gesar had entombed a slain giantess in ages past. A few months prior to Chagdud Tulku’s arrival, he writes, a seeker of treasure and holy relics known as a terton had stopped by the monastery to challenge the assertion that any unknown entity had been buried at that spot long ago. He had it on good authority, as the terton professed to be the incarnation of Shanpa, the hero Gesar’s companion.
“I was here when we put her under a big rock by the river,” he challenged the monks, urging them to prove him false by digging at the indicated spot.
His challenge was taken up and hasty excavations soon began at a location marked by the terton with a 25-foot circle. The digging took days, but a massive stone disk was found at the bottom; excitedly, the monks summoned the treasure finder to show him the results of their efforts.
“He supervised as they wedged poles under the rock to pry it up and support it,” writes Chagdud Tulku, and the monks and their gang of laborers were able to remove the massive remains, “the bones of a giantess whose upper arm had been more than five feet long.” The author adds that these mountain ogres had at once been endemic to the region and feasted on hapless humans until eliminated by the legendary hero. Because this was not an archaeological dig but an effort to ascertain the powers of the treasure hunter, the massive bones were returned to the site of their entombment and the stone disk placed over them once more.
At this point we can only wonder if those remains, so carefully buried in a distant age and concealed under a seemingly man-made stone disk, belonged to some extinct animal of the Pleistocene megafauna. Perhaps they were indeed the remains of one of the giants that has haunted human imagination since the dawn of time in every continent and every culture.
Who Can Withstand the Sons of Anak?
Giants and larger-than-human beings have played a major role in the development of many cultures, harkening back to the Biblical Anakim who occupied certain locations of the land of Canaan, according to the Pentateuch, where the Israelites complain to Moses of their inability to take on the colossal dwellers of the new land, namely Ahiman, Seshai, and Talmai, descendants of the mighty Anak.
“The country we explored, they said, will swallow up any who go to live in it. All the people we saw there are men of gigantic size. When we set sight on [the Anakim] we felt no bigger than grasshoppers…” (Numbers 13:32–33). The sense of hopelessness that Moses’s scouting party must have felt at the prospect of fighting these giants is repeated once more: “Our kinsmen have discouraged us by their report of a people bigger and taller than we are, and of great cities with fortifications towering to the sky. And they told us they saw there the descendants of the Anakim” (Deuteronomy 1:28). “Who can withstand the sons of Anak?” they ask despairingly at one point.

As if the Anakim weren’t enough, the Israelites had to face Og of Bashan, “the sole survivor of the Rephaim.” The Scriptures tell us that this gargantuan monarch was buried in a basalt sarcophagus measuring 14 feet long by 6 feet wide. But a “devouring fire” (generated perhaps by the Ark of the Covenant?) destroyed the giant Anakim throughout Judah and Israel, leaving isolated survivors in the coastal cities of Gaza, Askalon, and Gath, this latter site perhaps best known as the birthplace of the nine-foot-tall armored giant Goliath who faced the young David. Yet the legendary defeat of this towering presence did not appear to bring an end to the giants in the holy land. The Book of Samuel gives us the names of other colossi, such as Benob and Saph “who died in the battle of Gob,” and an unnamed giant suffering from polydactylism (II Samuel 21:20).
Further giant-slaying appears in I Chronicles 20:4–8 when discussing the prowess of King David and his victories against all adversaries: “…Sibecai slew Sipai, of the descendants of the giants…and Elhanan son of Jair slew Lahmi, brother of Goliath, whose spear was as big as a weaver’s beam…these were the descendants of the giants in Gath.”
The Monstrous Quinametzin
As the bloodthirsty Nuño de Guzmán pushed his way into northern Mexico to establish the province known as Nueva Galicia, he arrived at the site of modern Guadalajara and was startled to see a number of deserted cities of large size. His interpreters told him that these ruins were the foundations of the population centers occupied by the giant Quinametzin. Who were these unknown entities?
Obras Históricas, a treatise written by an early chronicler of Mexican history, Fernando Ixtilxochitl, discusses the belief among the Chichimec people of north central Mexico that the earliest arrivals in Mesoamerica had to displace a race of giants who occupied the land, echoing the exploits of Joshua on the other side of the world. Strife between the Quinametzin and ordinary humans appears to have been widespread, and memories of this war with another species were not confined to a given region. The Tlaxcalans who allied themselves with Mexico’s European conquerors told as much to Bernal Díaz del Castillo, who mentions it in his Crónica de la Nueva España: “…their ancestors had shared the land with men and women of very tall bodies and large bones, and since they were very wicked and ill mannered, [the ancestors] slew them in combat, and what remained of them died out. In order that we might see how large these men were, they brought us one of their leg bones, which was rough and as long as the height of a normal-sized man. We were stunned upon seeing those bones and believed that there must have been giants in that country. Our captain Cortés said that it would be proper to send this bone back to Castille, so that His Majesty might see it. We therefore sent it, entrusting it to the first of our agents to go there…”
This belief was apparently borne out by the unearthing of giant remains while the Spaniards built their new civilization over the ruins of the Aztec Empire. The Franciscan Diego Durán reportedly saw with his own eyes the remains of giants, while another monk, Gerónimo de Mendieta, confirmed the claim that the ancestors of the conquered Mexicans had found it necessary to fight against giants.
Coexistence with this other species, therefore, was seemingly impossible. The Quinametzin, or more properly said, quinametzin hueytlacame (“great deformed men”) were eventually forced out of Mexico proper on a southward migration along the Pacific Coast, although others headed north. Fray J. Mariano Rothea summed up this belief: “…in very ancient times there came men and women of extraordinary height, seemingly in flight from the North. Some of them went along the coast of the Southern Sea, while others took to the rough mountainsides…”
Fray Andrés de Olmos, writing in the 16th century, mentions a curious detail: the Mexican giants nourished themselves on oak acorns and a variety of weeds. This detail contained in the codices enables us to contemplate a strange possibility: could the Quinametzin have survived into our present age under the guise of the tall, hirsute simian beings known as Bigfoot, Yeti, Sasquatch, and myriad other denominations? Those interviewed by the Colonial-era chroniclers explained that tradition held that those giants who were not exterminated by normal-sized humans were chased into the wilderness, where remnants of their race still endure.
A Southward Migration?
Pedro Cieza de Leon, a chaplain who accompanied the handful of Spaniards who managed to overthrow the powerful Inca Empire in the 1500s, collected a curious and highly significant piece of information concerning giants: the natives had been astonished and terrified to see a reed raft arrive on their shores bearing a shipload of beings “so tall that from the knee down they were as big as the full length of an ordinary fair-sized man…” There was nothing gentle about these giants: Cieza’s informants described them as having a hideous appearance, clad in animal skins or naked, and bent on raping and murdering.
Could this band of pillagers have formed part of the southward migration of giants described in the Mexican chronicles compiled by the Jesuit Rothea? Zecharia Sitchin’s The Lost Realms (Avon, 1990) echoes this account in the chronicles collected by Fernando Montesinos, a Spanish visitor to Peru who mentioned an old Inca tradition describing the colonization of the Peruvian coastal plain by “men of great stature” equipped with metal tools. The depredations of these giants ended when a “heavenly fire” consumed them all.
Could descendants of these Quinametzin have wound up in distant Argentina, at the very end of the Americas? Antonio Pigafetta, who chronicled Ferdinand Magellan’s circumnavigation of the world, described an encounter with giant natives in Bahía San Julián in the year 1520. Standing two meters tall, according to the chronicler, these imposing presences covered their feet in animal skins, making them look even larger (hence the description patagones or bigfeet being applied to them, and later extended to the landmass as Patagonia).
“One day,” writes Pigafetta, “when the first traces of southern spring became visible, we witnessed the arrival of a native, the first our eyes had beheld. He was a giant, and his feet seemed so large that one of our men dubbed him Patagón. We were able to soothe him little by little and his distrust vanished to the point that he presented the rest of his tribe to us, who were as large as he and just as voracious.”
The chronicler also notes the booming voices of these giants. Two of them were apparently brought aboard Magellan’s flagship but died during their crossing; whether their remains were thrown overboard is not known.
Apparently Francis Drake caught them on a bad day when he pulled into Bahía San Julián in 1578: his forces skirmished with the “large men” who lived there, and the British sea-dog lost two of his sailors to them. Fifteen years later, Anthony Knyvet passed through the Straits of Magellan and confirmed sightings of the Patagones, reporting that some of them stood a towering 12 feet tall.
In the fall of 1962, some strange human remains were found in the vicinity of the Torres del Paine mountain peaks: they were those of a man who had stood between two and a half and three meters tall, and dated to an antiquity of 500 years. Proof that the Patagonian giants were not merely traveler’s tales?
A Museum Conspiracy
In a 1995 interview with Alfonso Serra, Catalonian mystery writer Miguel Aracil mentioned that an article of his had caused an uproar among Spain’s intellectual community when he leveled the accusation that some of that country’s museums held in their collections bones that proved the existence of giant humans. The maverick writer had been aided in this effort by a physician, Ana Capella, and a cartographer, Fernando Ledesma.
Aracil’s work suggests that the entire region of the Pyrenées—the mountain range separating Spain from France—was the home of true giants who may still endure to this day, becoming the source of numerous Bigfoot accounts. A considerable number of giant skeletons, he argues, have been unearthed beside the megalithic dolmen of Oren in the Cerdanya region. They were in the custody of a man in the village of Prullans until they were turned over to the Barcelona Museum of Archaeology, where they vanished altogether or were perhaps even destroyed.
The remains of a three-meter-tall giant were found at Garós (Pirineo de Lleida) according to another Catalonian researcher, Joan Obiols. The town priest was among those who studied the impressive bones, which have since vanished, causing some to believe that these remains were absconded with in order to preserve the anthropological and paleonthological status quo.
“Both archaeology and history are giants with feet of clay,” writes Miguel Aracil in one of his magazine articles. “Whenever it rains, so to speak, and new archaeological finds take place, their feet weaken further.”
Conclusion
What would the lore of all human cultures be like without the presence of giants? They are a fixture of folk tales and myth from Europe and the Americas to the farthest reaches of Asia. They are mentioned with equal ease in holy books and in fairy tales. Giants fill us with wonder and not inconsiderable envy as we marvel at their strength and feats. Those dwelling in the Middle Ages, caught in the turbulence of their troubled times, ascribed the engineering achievements of the Roman Empire to the work of giants. Giants may have been relegated to the realms of fable and sword-and-sorcery novels, but there is considerable evidence that beings of great size shared our world in primeval times.

WASHINGTON � Two sources who exposed concentration camps in China told their stories in public for the first time on Thursday afternoon.
The two Chinese sources, who go by their aliases Annie and Peter, spoke at a rally at McPherson Square the same day Chinese leader Hu Jintao met with U.S. President George W. Bush, explaining why they felt the need to speak out about the existence of organ harvesting operations in labor camps in China.
"If I don't stand up, perhaps the other witnesses will not dare to stand up," said Annie, referring to other informants of the camps that have yet to go public with their information.
Peter has received many threatening or strange phone calls since his private interview about the organ harvesting, but expressed his determination in going public with his information despite fears of attack from the Chinese regime.
"As I stand here today and making it public, I am paying a great price, maybe even my life, but I believe it is not for nothing," he said. "I can help other people who know about such incidents to tell the truth to the public� of what is really happening in [Chinese] society."
The 500-strong crowd at the rally chanted in support of the two sources, shouting, "Annie and Peter are heroes!"
Corroborating Accounts
The two gave details about organ harvesting in China, particularly in Sujiatun in northeastern China, where 6,000 Falun Gong practitioners were at one time detained. They expressed the importance of coming out publicly in order to provide more credence to their accounts.
"Be it the U.S. government or the Chinese government, they have denied the existence of this incident, so it was needed for me to speak out about this," said Annie.
The U.S. State Department has said that they made two visits to the hospital in Sujiatun and found no evidence of organ harvesting, but in its April 14 news release, noted that "we remain concerned over China's repression of Falun Gong practitioners. We are also concerned by reports of organ harvesting."
The organ harvesting atrocities were first revealed when Peter, then given the alias "Mr. R.," said on March 9 that Falun Gong practitioners were being killed on a large scale for their organs, which would then be sold for profit.
Annie, whose ex-husband was a cornea specialist at the Liaoning Provincial Thrombosis Hospital, the hospital connected to the Sujiatun camp, gave an interview with The Epoch Times on March 17. She said that her husband had done operations on live Falun Gong practitioners and that the practitioners' bodies were thrown into incinerators after the operations, sometimes while they were still alive.
Peter said that the atrocities at Sujiatun were just "the tip of the iceberg."
On March 31, The Epoch Times published a report based on information from a military doctor who stated that there were 36 similar camps all over China, and the largest one, codenamed 672-S, holds over 120,000 people.
"I hope that they go and investigate this," said Annie. "If this isn't happening in China, then open up the doors to your country and let everyone participate, look, and investigate."
Annie also mentioned that she would be willing to testify in Congress.

Leading British Physician Condemns Organ Harvesting in China

China's use of organs harvested from executed prisoners is "unethical" and "distasteful" and should be universally condemned by the international medical establishment, a leading physician said last week.
Professor Stephen Wigmore, chair of the ethics committee of the British Transplantation Society, called for support from other related health organisations and the UN to "send a powerful message to China that the rest of the world does not endorse their practice."
The statement follows increasing concerns that prisoners are executed and their organs extracted without prior consent. Dr Wigmore said that any written consent ostensibly from the executed prisoner should be treated with suspicion:
"The Chinese government claims that condemned prisons have given their consent to organ donation. We would consider this consent invalid because the power grading is so enormous between the state and a prisoner condemned to death," he told news channel NTDTV in an interview.
"It's impossible to accept that this is a voluntary, freely given consent."
Dr. Wigmore also stated that he had nagging doubts over whether the supply of fresh organs from recently executed prisoners was staged in response to demand from paying customers. He believed that the so-called 'efficiency' of the system advertised by Chinese donor websites was only made possible by the cooperation of the donor services with the judicial and prison systems.
Moral Costs of Organs from Prisoners without Consent Outweigh Benefits
Dr. Wigmore stated that he understood that people may go to China for an organ out of desperation, but hinted that the moral costs may outweigh the apparent benefits:
"I think if people were to boycott the Chinese transplantation services, the desire for organs will diminish because I think the financial rewards that some of these hospitals get is one of the principal reasons for they are active as they are," he explained.
As well as calling for a consensus statement from medical ethics committees to oppose the practice, he also stated that medical journals could also apply pressure by refusing to publish articles on transplantation by Chinese authors until certain moral standards were met.
Moreover he also stated that there was a real need for an international agency such as the UN or the World Health Organisation to conduct "a full frank enquiry" into the allegations.
"That's the only way that we will have global acceptance that there is problem in china, and only then, the Chinese government will be forced to change," Dr. Wigmore opined.
Concluding with his personal reaction to the claims of organ harvesting, Dr. Wigmore said that he felt "disgusted" and stated that the practice was an affront to the idea of a gift that is freely given.
"The story about prisoners been executed and dragged into a van and have their organs removed is just so far removed from our understanding of organ donation. It is complete shocking and distasteful," he added.

CIA officers soon learned one thing for sure�prisoners sent to Bright Light and [other CIA secret prisons] . . . were probably never going to be released. "The word is that once you get sent to Bright Light, you never come back," said the CIA's Counterterrorism Center veteran. May is the month that the United States has been summoned to Geneva by the United Nations Committee Against Torture to, as Reuters reported on April 18, "provide information about secret detention facilities and specifically whether the United States assumed responsibility for alleged acts of torture in them."
The committee also wants a list of all these secret prisons. So do I�along with every major human rights organization and some members of Congress on both sides of the aisle. However, Kansas Republican Pat Roberts, chairman of the Senate Intelligence Committee, rigidly keeps refusing to authorize an investigation into these "black sites," as they are called in CIA internal communications. (The United States is a faithless signatory to the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and is now being called to account.)
Meanwhile, Director of National Intelligence John Negroponte said the prisoners in these hidden gulags will be there as long as "the war on terror continues." He added, in an April 12 Time interview: "I'm not sure I can tell you what the ultimate disposition of those detainees will be."As far as their families are concerned, these "detainees" have vanished from the face of the earth.
Time says that Negroponte's comments "appear to be the first open acknowledgement of the secret U.S. detention system" (authorized by the president soon after 9-11).
Actually, when the CIA recently fired senior official Mary O. McCarthy�for allegedly providing classified information about CIA secret prisons in Eastern Europe to The Washington Post's Dana Priest�that public accusation also officially revealed the existence of the "black sites." (McCarthy denies that she was a source for Priest.)
The cover has long ago been blown on these dungeons by Amnesty International, Human Rights Watch, Human Rights First, and the ceaseless researchers at NYU law school's Center for Human Rights and Global Justice. And in the Voice, I've been writing on what I can find out about them since the end of 2002.
But the CIA, the president, Alberto Gonzales, Condoleezza Rice, and Donald Rumsfeld have nothing to say about these gulags, which are wholly removed from American law and the international treaties we have signed.
Now, however, in an explosive, documented April 5 Amnesty International report�"Below the Radar: Secret Flights to Torture and 'Disappearance' "�there is direct testimony, for the first time, from three men who have been salted away in these secret CIA prisons.
This 41-page report, currently reverberating throughout Europe, also includes a wide range of detailed information about the CIA's kidnapping and "renditions" of suspects to countries known for torturing prisoners. But most revealing are Amnesty International's interviews with the three men from Yemen who were "held in at least four secret US-run facilities . . . probably in Djibouti, Afghanistan, and somewhere in Eastern Europe."
In their last "black site," where they were disappeared for 13 months, Muhammad Bashmilah, Salah Ali Qaru, and Muhammad al-Assad were imprisoned�they believe it was in Eastern Europe�where "they were never allowed to look outside. . . . And for month after month, the men had no idea whether it was day or night . . . or whether their torment of spending endless days staring at blank walls, or being interrogated, would ever end."
Why they were finally returned to Yemen is unknown; but there�where they were first arrested two and a half years ago before falling into CIA crevasses�they were charged on February 13, 2006, with having forged a travel document. Amnesty International emphasizes:
"None was charged with any terrorism-related offense; [and] the Chief of Special Prosecution in Yemen told Amnesty International that they were not suspected of any such involvement."
On the old forgery charge, the judge in Yemen sentenced them to time served, the trial record notes, "in an unknown place by the USA."
They were then released. But, AI adds, "All continue to suffer the dire mental and physical health consequences of torture and ill-treatment, including the prolonged periods in isolation."
As Eric Olson, acting director of government relations at Amnesty International USA, says, their long-term solitary imprisonment can, by international standards, "be considered cruel and inhuman treatment," and two "were in a facility where they were chained to a ring on the floor permanently."
But what of the others who have been disappeared in the CIA's secret prisons? In the Voice nearly two years ago, I quoted Jack Cloonan, a 27-year veteran of the FBI who, in New York, as senior agent on the FBI's bin Laden squad, headed the investigation of the master Al Qaeda strategist Khalid Shaikh Mohammed. Cloonan had been directing the interrogation of Mohammed in a once secret CIA interrogation center at Bagram Air Force Base in Afghanistan (which Dana Priest exposed in The Washington Post).
Concerned at the time about the network of still hidden CIA interrogation centers around the world, Cloonan asked: "What are we going to do with these people when we're finished . . . with them? Are they going to disappear? Are they stateless? . . . What are we going to explain to people when they start asking questions about where they are? Are they dead? Are they alive? What oversight does Congress have?"
Will the elite Washington press finally ask this question of presidential press secretary Tony Snow�and Senate Intelligence Committee chairman Pat Roberts? And especially George W. Bush at his next press conference? What are these American values, Mr. President, we stand for against the terrorists?

For the last four years the High-frequency Active Auroral Research Project (HAARP) has been managed by the Defense Advanced Research Projects Agency (DARPA) with Dr. Sheldon Z. Meth as the Program Manager. As of March 9, 2006 the official DARPA page for HAARP http://www.darpa.mil/ucar/programs/haarp.htm states that the high frequency transmitting array at the HAARP Research Station, Gakona, AK has been completed.
"The HAARP Interactive Ionospheric Research Observatory is a major Arctic facility for the study of upper atmospheric and solar-terrestrial physics and for Radio Science and Communications research. Among the instruments included at the facility are a high power, high-frequency (HF) phased array radio transmitter, numerous radio frequency and optical research instruments capable of observing and monitoring the complex auroral ionosphere, and site infrastructure to support research activities. The above is from the official HAARP website http://www.haarp.alaska.edu/haarp/ The high-frequency phased array radio transmitter mentioned is also called the Ionospheric Research Instrument (IRI) and it is the heart of the HAARP program. The Final IRI (FIRI) is a field of 180 towers, each 72 feet tall with two crossed dipole antennas at the top of each tower. Slung beneath the towers is a wire grid for reflecting upward any radio emissions from the antennas that heads toward the ground. Beneath the mesh are small buildings called shelters for the radio transmitters. All of these elements are linked together to act as one giant transmitting antenna with an effective radiated power (ERP) of 3.6 million watts, making it the world's largest radio broadcasting station.
HAARP Timeline
Dr. Bernard J. Eastlund received the first of his three patents for a HAARP-like "Method And Apparatus For Altering A Region In The Earth's Atmosphere, Ionosphere, And/Or Magnetosphere" (US Patent Number 4,686,605) on 11 August, 1987, while working for the ARCO subsidiary APTI. It was but the first of a dozen related patents that scientists on APTI's payroll would take out over the next few years.
Officially, however, HAARP was conceived on the morning of 13 December 1989, when a joint Navy-Air Force meeting was held at the Office of Naval Research (ONR) in Washington, D.C. It has since been described as a discussion of their mutual interest in carrying out a Department of Defense (DoD) program in the area of ionospheric modification. Military and HAARP documents insist that it was at this meeting that the "need" for a unique heating facility to conduct "critical experiments" relating to potential DoD applications was "identified."
The official tale of the birth of HAARP claims that the Navy and Air Force personnel at that after-breakfast meeting at ONR decided to bring the Defense Advanced Research Projects Agency (DARPA) in on the project. Consequently, Navy and Air Force 08personnel trooped over to DARPA later that day to present their proposal for a DoD sponsored program. As well as representatives of DARPA, people from the Office of the Defense Director of Research & Engineering (DDR&E) were also present at that second meeting of the day.
This led to an Ionospheric Modification/ELF Workshop held the following month at NUSC on 9-11 January 1990. It was attended by personnel from a number of government agencies, as well as from several universities and the private sector. The workshop was billed as providing "an opportunity for broad-based inputs concerning research needs in ionospheric modification. In addition, potential systems were defined, and the characteristics of a new, unique, HF heating facility were discussed and identified."
In a year's time the project moved off of the drawing boards and into reality. The Appropriation Act for Fiscal Year (FY) 1990 provided funds for the creation of HAARP, jointly managed by the Air Force Research Laboratory and the Office of Naval Research. Three contracts were awarded to ARCO Power Technologies (APTI) to begin feasibility studies in 1991. In 1992 the principal contract to begin construction was awarded, also to APTI.
Early November 1993 the United States Air Force announced, via press release, that the prime contractor on the HAARP program was Arco Power Technologies, Incorporated, (APTI) owner of the patents of Eastlund and other APTI scientists.
Initial prototype construction began at the Gakona, Alaska site in late 1993 and was completed a year later in late '94. During that time APTI bailed on the project and mysteriously sold it to a major defense contractor, E-Systems of Dallas, Texas.
The following year, 1995, Raytheon bought E-Systems and all the APTI patents they held. That same year Congress budgeted $10 million for HAARP for FY 1996 under "Counterproliferation - Advanced Development" spending. In the FY 1997 Descriptive Summary of the Counterproliferation Advanced Development Budget HAARP appears under the sub-heading "Project P539 Counterforce." There it is recorded that "In FY96, Congress added $10 Million to be used for the High-Frequency Acoustic [sic] Auroral Research Program (HAARP) to this project." Elsewhere in that report it states "...in FY96 only, the Congressionally added HAARP program funds will be used to explore the ability of auroral transmissions to detect and locate underground structures of the type where WMD [Weapons of Mass Destruction] can be developed or stored."
The HAARP final ionospheric research instrument (FIRI) was planned to be a field of 180 antennas arranged in a rectangular grid of 12 rows by 15 columns. Initially a smaller set of elements was constructed so that the predicted performance could be verified before the entire facility is built. That initial phase of the program was called the Developmental Prototype (DP). By April of 1995 the DP array of 48 antenna towers arranged as 8 columns by 6 rows had been completed. Thirty additional unpowered and unused towers were also erected at that time.
The first round of tests of the DP was in April 1995. More start-up tests were conducted in July and November of 1995, while tests of the aircraft detection radar were conducted in September of that year. The aircraft alert radar (AAR) is intended to automatically shut off "appropriate transmissions" when aircraft are detected within, or approaching a "safety zone" established around the HAARP site.
HAARP documents claim that the facility was shut down at the end of the last set of initial low power tests on the DP on 21 November, 1995. Officially, no testing was conducted from that time until the HAARP facility was at last put to scientific use for the first time, over a year later. A two week flurry of scientific research activity, called a "campaign," took place from 27 February to 14 March, 1997. In addition to science experiments, this two week period included several visits from tour groups; participation in a lecture series by HAARP personnel at the nearby community college; a public talk on ionospheric research and the HAARP facility; and the first HAARP-Amateur radio listening test.
During the early part of the August 1997 testing period several experiments were performed with the NASA WIND satellite which was at a favorable position in its orbit.
The third annual HAARP Open House was held 23-24 August, 1997. Program personnel were present to discuss the project and to give demonstrations and tours of the facility. Several experts in ionospheric physics were also present to discuss the research plans and the physics of the earth's upper atmosphere.
They wanted to finish erecting the FIRI by 2002 but got their budget slashed. It appears that the in-coming President, George W. Bush, was more concerned with his anti-missile missile defense program than with ionospheric research, or exotic electromagnetic weapons research, depending on which HAARP really is, and killed HAARP's funding for the first two years of his administration.
Initially HAARP was jointly managed by ONR and the Air Force's Phillips Laboratory in Massachusetts. In 2002 Project Management of HAARP was transferred to the Defense Advanced Research Projects Agency (DARPA). It would seem that DARPA was brought in to whip the project into shape. According to the official DARPA webpage for HAARP their portion of the project has now been completed and HAARP is being "transitioned" back to the Air Force and Navy in FY2006.
Per the official DARPA fact sheet:
"The Defense Advanced Research Projects Agency (DARPA) is the central research and development organization for the Department of Defense (DoD). It manages and directs selected basic and applied research and development projects for DoD, and pursues research and technology where risk and payoff are both very high and where success may provide dramatic advances for traditional military roles and missions."
There are eight technical offices in DARPA. HAARP came under The Tactical Technology Office (TTO). According to their fact sheet:
"The Tactical Technology Office engages in high-risk, high-payoff advanced technology development of military systems, emphasizing the "system" and "subsystem" approach to the development of Unmanned Systems, Space Systems and Tactical Multipliers."
DARPA's official word on HAARP, as of 3/9/06 is:
"The High Frequency Active Auroral Research Project (HAARP) developed new experimental research capabilities and conducted research programs to exploit emerging ionosphere and radio science technologies related to advanced defense applications. The FY 1990 Appropriation Act provided funds for the creation of HAARP, jointly managed by the Air Force Research Laboratory and the Office of Naval Research to exploit emerging ionosphere and high power radio technology for new military systems applications. Key to the current effort was the expansion of the experimental research facility that includes a 3.6 MW high-frequency transmitter and a variety of diagnostic instruments, to conduct investigations to characterize the physical processes that can be initiated and controlled in the ionosphere and space, via interactions with high power radio waves."
Among these were:
(1) the generation of extremely low frequency/very low frequency radio waves for submarine and other subsurface communication, and the reduction of charged particle populations in the radiation belts to ensure safe spacecraft systems operations;
(2) the control of electron density gradients and the refractive properties in selected regions of the ionosphere to create radio wave propagation channels; and
(3) the generation of optical and infrared emissions in space to calibrate space sensors. To date, the facility has been developed to include a suite of optical and radio diagnostics and an advanced, modern, high frequency transmitting array that has a radiated power of 960 kW, about one-third of the 3.6MW called for in the original concept and plan.
The current high frequency transmitting array has proven to be extremely reliable and flexible, and has shown the feasibility of the overall concept. However, results to date have indicated that the advanced applications-related research activities and new military system concept demonstrations envisioned under the program require that the high frequency transmitting capability at the site be increased from the present 960 kW level to the originally planned 3.6 MW level.
A study completed by an Air Force/Navy Panel also pointed to additional high-value functions that can potentially be accomplished with the a 3.6 MW capability, in particular, the exploration and refinement of scientific principles that could lead to the development and deployment of a system to provide protection for spacebased assets from emergent asymmetric threats. DARPA established an MOA with the Air Force and Navy for this program in November 2002. The HAARP technology is transitioning to the Air Force and Navy in FY 2006.

Not only was Dr. Meth in charge of HAARP, he also manages programs called Air Laser and MAgneto Hydrodynamic Explosive Munition (MAHEM)! Does it seem odd to you that a guy running a lazar development program and designing some kind of bomb would also be tinkering with how the top of the atmosphere reacts to radio waves?
DARPA signed a Memorandum of Agreement (MOA) with the Air Force and Navy to run this program for them in November 2002. On 17 February 2003 a Press Release went out announcing that BAE Systems North America had reached a definitive agreement with Advanced Power Technologies, Inc. (APTI), to purchase the corporation for $27 million in cash (note that somewhere along the line the "A" in APTI changed from "ARCO" to "Advanced"). That Press Release has since been deleted from BAE's website. Details on this purchase have completely vanished from the Internet. I called a spokesperson at APTI and got very little information. Indeed, when I asked about HAARP the poor fellow had never heard of it - or so he claimed!
After purchasing APTI BAE Systems then owned the intellectual property, the patents, that make HAARP possible. When HAARP's funding was resumed they automatically got the contract. This is important evidence that HAARP is a ground-based weapons systems, as laid out in those patents, as has been discussed in several books on HAARP, including mine.
One year and two months after purchasing APTI, BAE Systems announced that they had received a contract from the Navy for $35 Million to complete the HAARP Program. In a Press Release dated 10 June 2004, BAE Systems proclaimed:
"The Office of Naval Research has awarded BAE Systems a $35.4 million contract to manufacture 132 high frequency (HF) transmitters for installation in the High Frequency Active Auroral Research Program's (HAARP) phased array antenna system. The contract was finalized April 19 with BAE Systems Information & Electronic Warfare Systems in Washington, D. C."
BAE Systems lost no time in farming out the HAARP contract. Five days after getting the job from the Navy they sub-contracted it to DRS Technologies.
DRS Technologies receives $23.3 million contract to provide high-frequency radio transmitters for U.S. government
"Parsippany, NJ, June 15 -- DRS Technologies, Inc. (NYSE: DRS) announced today that it has received a $23.3 million contract, including options, to provide high-frequency (HF) radio transmitters for the High-Frequency Active Auroral Research Program (HAARP), which supports a U. S. government Arctic research facility being built to study the Earth's upper atmosphere.
"The $11.5 million base contract was awarded to DRS by BAE Systems PLC (LSE: BA. L). For this award, DRS will manufacture more than 60 Model D616G 10-Kilowatt Dual Transmitters to fulfill the transmitter requirements for the HAARP program. Work for this order will be performed by the company's DRS Broadcast Technology unit in Dallas, Texas. Product deliveries to BAE Systems' Information and Electronic Warfare Systems in Washington, D.C., are scheduled to begin in March 2005 and continue for approximately one year.
"We are pleased to continue our role as a premier supplier of transmitters for the HAARP program," said Steven T. Schorer, president of DRS's C4I Group. "This award enhances DRS's position as a leader in high-technology radio frequency solutions for secure and tactical communications systems supporting the applications of the government scientific research community."
"The high-frequency or short-wave Model D616G Transmitters were designed specifically for the U. S. government HAARP research facility. Currently, the ionosphere provides long-range capabilities for commercial ship-to-shore communications, transoceanic aircraft links, and military communications and surveillance systems.
"A primary goal of HAARP is to understand how variations in the sun's radiation affect the performance of radio systems and to improve military command, control, communications and surveillance systems.
"DRS Broadcast Technology, formerly known as Continental Electronics, is a global leader in broadcast transmitter equipment. It is the foremost supplier of advanced radio frequency transmission technology and the world's most experienced provider of the highest power radio broadcast equipment, offering a full range of products for broadcasting, military and scientific applications.
"DRS Technologies, headquartered in Parsippany, New Jersey, provides leading edge products and services to defense, government intelligence and commercial customers. Focused on defense technology, DRS develops and manufactures a broad range of mission critical systems. The company employs 5,800 people worldwide."
So, what do the spokesfolks at HAARP say they are doing now? From the HAARP website:
"Since March 1999, when the current 960 kW power capability became available, approximately 7-10 research campaigns have been conducted annually at the Gakona facility. Research periods are scheduled throughout the year; however, specific research areas are studied optimally during certain seasons. For example, the detection of optical emissions is best studied during the winter when clear, dark skies are frequent. Two such campaigns were conducted during 2002 and 2003. Extended research campaigns were conducted during the summers of 2002 and 2003 to observe and characterize the seasonal occurrence of an upper atmospheric phenomenon called Polar Mesospheric Summer Echoes (PMSE) that occurs only at high latitudes in the summer."
This infrequently up-dated site seldom reflects when the array is in use. Usually the site does not mention such use until months, or even years after, and then usually in very vague terms. As I write this, the site claims the last time the IRI was in use was November of 2003. Independent researchers have established that the site was in near daily use in 2005, however. As best anyone can tell the technicians spent the days wiring up the new transmitters and antennae, then spent several hours each night broadcasting to check the quality of the workmanship and equipment.
So, that is where HAARP is today, a $300 million dollar plus "upper atmospheric and solar-terrestrial physics" observatory -- that may or may not also be a whole lot more.
Even if HAARP is exactly what it says it is, is that something good? A key DoD document defines HAARP saying:
"The heart of the program will be the development of a unique ionospheric heating capability to conduct the pioneering experiments required to adequately assess the potential for exploiting ionospheric enhancement technology for DOD purposes."
Let's break that down. Technically HAARP is a type of device called an ionospheric heater because injecting all that radio frequency energy (3.6 billions watts) into the atmosphere heats it up. The big difference between HAARP and the dozen or so other ionospheric heaters in the world is that HAARP, based on the Eastlund/APTI patents is a uniquely designed phased antenna array. This phasing, or sequencing of the firing of the transmitters/antenna field allows for the focusing ability that sets HAARP apart from its peers. If used for over-the-horizon surveillance it would also have made HAARP a violation of the ABM Treaty, which was still in effect when work on HAARP began, and may be the real reason for the military's calling HAARP a civilian science project in the first place.
Heating the atmosphere changes it, so you can make it do things. In this case the amount of heating literally blows the molecules of the air apart. That is what is meant by "ionospheric enhancement." You have to love the use of the word enhancement -- only the military would think that breaking something makes it better! This heating to the point where the molecules are blown apart causes it to give off a "scream" of extremely low frequency (ELF) radio waves that penetrate deep into the earth and deep into the seas.
The project was initially funded specifically to do this: to use this ionospherically generated ELF to communicate with deeply submerged submarines and to engage in something earth penetrating tomography to target and monitor enemy underground bases for the manufacture and launch of weapons of mass destruction (WMDs). This heating also turns the "excited region" into a plasma (an electrically charged gas) that goes out into space, possibly destroying anything ! electronic (like an ICBM or a spy satellite) that passes through it.
It also changes the shape and radio wave bounce characteristics of the ionosphere, effectively jamming some radio communications channels.
And what are DoD purposes? Why, to win wars! to make new weapons or to make existing weapons and personal more effective (which is called a force multiplier). So, simply put, what this quote says is that the DoD wants to know if they can use this technology to turn the atmosphere into a weapon, or use it to improve existing weapons.
As I have been asking for almost a decade now, is weaponizing the atmosphere a good idea? What about unintended and unexpected consequences? What happens when the enemy responds in kind? And why is it that the mainstream press is so silent on these issues?

Climatic Manipulation by the US Military: The HAARP Program
The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). World renowned scientist Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." (quoted in Chossudovsky, op cit.)
According to Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton HAARP constitutes "an irresponsible act of global vandalism."
He and others fear a secret second stage where HAARP would "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years." HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (quoted in Chossudovsky, op cit). Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar. HAARP also has the ability of triggering blackouts and disrupting the electricity power system of entire regions.
An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications systems and electric power as a weapon of global warfare, enabling the US to disrupt and dominate entire regions of the World.
Weather Warfare: A Corporate Bonanza
HAARP has been operational since the early 1990s. Its system of antennas at Gakona, Alaska, was initially based on a technology patented by Advanced Power Technologies Inc. (APTI), a subsidiary of Atlantic Ritchfield Corporation (ARCO). The first phase of the HAARP Ionospheric Research Instrument (IRI) was completed by APTI. The IRI system of antennas was first installed in 1992 by a subsidiary of British Aerospace Systems (BAES) using the APTI patent. The antennas beam into the outer-atmosphere using a set of wireless high frequency transmitters.

With the purchase of APTI, E-Systems acquired the strategic weather warfare technology and patent rights, including Bernard J. Eastlund's US Patent No: 4,686,605 entitled "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere". It is worth mentioning that the Eastlund /APTI patents were based on the research of Yugoslav scientist Nicola Tesla (many of whose ideas were stolen by US corpo rations).

Barely a year following the E-Systems purchase of APTI's weather warfare technology, E-Systems was bought out by Raytheon, the fourth largest US military contractor. Through this money-spinning acquisition, Raytheon became the largest "defense electronics" firm in the World.
Meanwhile, ARCO which had sold APTI to E-Systems, had itself been acquired by the BP-AMOCO oil consortium, thereby integrating the largest oil company in the World (BP).
Raytheon through its E-Systems subsidiary now owns the patents used to develop the HAARP weather warfare facility at Gakona Alaska. Raytheon is also involved in other areas of weather research for military use, including the activities of its subsidiary in Antarctica, Raytheon Polar Services.
"Owning the Weather": Towards the Expanded Final Stage

During the Clinton administration, the "Filled Developmental Prototype" (FDP), namely a system composed of an array of 48 active antenna elements with connected wireless transmitters, was installed and completed at the HAARP facility in 1994. (See Figure 1 below) Under the initial Developmental Prototype (DP), only 18 of the 48 transmitters were connected.
Bernard Eastlund in a 1997 interview described this antenna array in its Filled DP stage as the "the largest ionospheric heater ever built". This system of 48 antennas, however, while fully operational, was not according to Eastlund, powerful enough (in 1997) "to bring the ideas in his patents to fruition":

This 'final expanded stage' envisioned by Eastlund, which will provide maximum capability to manipulate the World's weather patterns, has now been reached.
Under the Bush administration, the main partner of Raytheon (which owns the patents) in the construction and development stage of the HAARP antenna array, is British Aerospace Systems (BAES), which had been involved in the initial installation of the antenna array in the early 1990s.
The multimillion dollar contract was granted by The Office of Naval Research to BAES in 2003, through its US subsidiary BAE Systems Advanced Technologies Inc. The contract was signed barely two months before the Anglo-American invasion of Iraq.
Using Raytheon's technology, BAES was to develop the HAARP Ionospheric Research Instrument (IRI) to its maximum capabilities of "Full size or final IRI (FIRI)".
In April 2003, BAE Systems Advanced Technologies outsourced the production and installation of the antennas to Phazar Corp http://www.phazar.com/ a company specializing in advanced wireless antennas for military use. (Phazar owns Antenna Products Corporation of Mineral Wells, Texas http://www.antennaproducts.com/ Phazar was entrusted with producing and installing 132 crossed dipole antennas items for the HAARP facility.

This phase consisted in equipping all the 180 antennas with high frequency transmitters. BAE Systems was awarded another lucrative contract, this time for $35 million.
In July 2004, Phazar had delivered and installed the 132 crossed dipole antennas including the antenna support structures and ground screen items at the HAARP facility, bringing the number of antennas from 48 under the FDP stage to 180. (see Table 2).
Meanwhile, BAE Systems had contracted with Jersey based defense electronics firm DRS Technologies, Inc in an $11.5 million outsourcing arrangement, the production and installation of the high-frequency (HF) radio transmitters for the HAARP antenna array.

Under its contract with BAE Systems Information and Electronic Warfare Systems in Washington, D.C., DRS is to manufacture and install "more than 60 Model D616G 10-Kilowatt Dual Transmitters" to be used with the HAARP system of antennas. (It is unclear from the company statements whether all the 180 antennas will be equipped with a transmitter, bringing the system up to full IRI capabilities).
Deliveries and installation are to be completed by July 2006. While HAARP is described as a "research project", the production of the transmitters was entrusted to DRS' C41 "Command, Control, Communications, Computers and Intelligence (C4I) Group"

Air Force 2025 The Chief of Staff of the United States Air Force, General Ronald R. Fogleman, tasked the Air University at Maxwell AFB, AL to look 30 years into the future to identify the concepts, capabilities and technologies the United States will require to remain the dominant air and space force in the 21st century.
The Air University commander led a team of students and faculty from the Air University's Air War College and Air Command and Staff College; scientists and technologists from the Air Force Institute of Technology, located at Wright-Patterson AFB, OH; Air Force Academy and AFROTC cadets from around the country; and selected academic and business leaders in the civilian community across the nation in the 10-month effort to meet General Foglemans tasking.
The resulting study is called Air Force 2025 or 2025 for short. The team's findings were briefed to General Fogleman in June 1996 and to the Secretary of the Air Force, Dr. Sheila Widnall, in July 1996. The 2025 study was subsequently published in a collection of white papers consisting of an executive summary and 41 individual papers, totaling more than 3,300 pages of text.
