Don't know much about Health Care Plan Costs: "the report has some obvious and significant shortcomings"

Listening to Bush on the Campaign trail today (via ABCNEWS Online), I was impressed with how well the speech writers had performed to provide Bush with powerful rhetoric. Larry Lewin, the former President of The Lewin Group, has disavowed the misleading study. The Lewin Group study is deeply flawed. It finds more health insurance coverage than any previous study of the Bush plan, including estimates by the Bush administration’s Treasury department. It makes flawed and misleading assumptions about Kerry’s plan. This is why Larry Lewin wrote a memo stating, “the report has some obvious and significant shortcomings. The coverage projections for the Bush plan are seriously overstated and stand in stark contrast to every other independent analysis of the President’s policies. Moreover, the cost estimates of the Kerry plan are substantially overstated. This is not surprising given that the costs estimates appear to be based on assumptions that do not accurately reflect the Kerry proposal.” [Larry Lewin, Memorandum, 9/21/2004]
