The concept of this Arab Legion is found in the memoirs of former CIA Director Robert Gates. Bin Laden personally is of course an eccentric, a dreamer, and a basket case, but there is no doubt that when he went to Peshawar, Pakistan during those years he was surrounded by CIA and MI-6 handlers who steered him in the desired direction.
