I'm agreeing to some extent with this tellytubbie:

However, this tubbie is wrong about the source of the footage and how
they achieved the effect.
This footage is progressive with no duplicates and a much better "plane."
It is using the early DVD documentary by PSI logic of german TV footage
as it's base, evidenced by the "1" logo in the corner.

The fact that this is a cartoon does not affect the fact that the
original is also a cartoon.
It provides a very nice proof of concept.
I'm sure this was not their original intent.
