DOJ Dismisses Felony Tax Prosecution
-- With Prejudice --
After PRA Defense Raised

Evidence OMB Complicit In Income Tax Fraud

DOJ & IRS Petitioned To Explain

On May 12, 2006 in Peoria, Illinois, the attorney for the U.S. Department
of Justice (DOJ) begged the court to dismiss all charges against IRS victim
Robert Lawrence in federal District Court.

The motion for dismissal came on the heels of a surprise tactic by
Lawrence´s defense attorney Oscar Stilley.

The tactic threatened exposure of IRS´s on-going efforts to defraud the
public. The move put DOJ attorneys in a state of panic that left them with
only one alternative: beg for dismissal, with prejudice.

Stilley´s tactic paid off. Sixty days earlier, the DOJ had indicted
Lawrence on three counts of willful failure to file a 1040 form, and three
felony counts of income tax evasion. The federal Judge dismissed all
charges with prejudice, meaning the DOJ cannot charge Lawrence with those
crimes again.

The trial was to have started on Monday morning, May 15th.

On Wednesday, May 10, Stilley mailed a set of documents to the DOJ in
response to DOJ´s discovery demands. The documents revealed to DOJ for the
first time that Lawrence was basing his entire defense on an act of
Congress, 44 U.S.C. 3500 - 3520, also known as the "Paperwork Reduction
Act" (PRA).

In Section 3512 of the Act, titled "Public Protection," it says that no
person shall be subject to any penalty for failing to comply with an
agency´s collection of information request (such as a 1040 form), if the
request does not display a valid control number assigned by the Office of
Management and Budget (OMB) in accordance with the requirements of the Act,
or if the agency fails to inform the person who is to respond to the
collection of information that he is not required to respond to the
collection of information request unless it displays a valid control
number.

In Section 3512 Congress went on to authorize that the protection provided
by Section 3512 may be raised in the form of a complete defense at any time
during an agency´s administrative process (such as an IRS Tax Court or
Collection and Due Process Hearing) or during a judicial proceeding (such
as Lawrence´s criminal trial).

In sum, the PRA requires that all government agencies display valid OMB
control numbers and certain disclosures directly on all information
collection forms that the public is requested to file. Lawrence's sole
defense was he was not required to file an IRS Form 1040 because it
displays an invalid OMB control number.

Government officials knew that if the case went to trial, it would expose
the fraudulent, counterfeit 1040. They also must have known that a trial
would expose the ongoing conspiracy between OMB and IRS to publish 1040
forms each year that those agencies knew were in violation of the PRA.
That would raise the issue that the Form 1040, with its invalid control
number, is being used by the Government to cover up the underlying
constitutional tort -- that is, the enforcement of a direct, unapportioned
tax on the labor of every working man, women and child in America.

Any information collection form, such as IRS Form 1040, which lacks bona
fide statutory authority or which conflicts with the Constitution, cannot
be issued an OMB control number. If a control number were issued for such
a form, the form would be invalid and of no force and effect.

Under the facts and circumstances of the last 24 years, it is safe to say
that IRS Form 1040 is a fraudulent, counterfeit, bootleg form. Government
officials responsible for this fraud should be investigated and face
indictment for willfully making and sponsoring false instruments.

Caught between a rock and a hard place, the DOJ and IRS decided not to let
the Lawrence case proceed because it would reveal one critical and damning
fact:

The PRA law protects those that
fail to file IRS bootleg Form 1040

8:30 in the morning September 11, 2001. CIA was running a drill 15
miles from the World Trade Center that day flying jets into
buildings in New York and DC. Targets- world trade center and
pentagon.

OPERATION VIGILANT GUARDIAN: This exercise simulated hijacked planes
in the North Eastern sector and started delibrately to coincide with
9/11. Lt. Col. Dawne Deskins, NORAD unit's airborne control and
warning officer, was overseeing the exercise. At 8:40am she took a
call from Boston Center which said it had a hijacked airliner. Her
first words, as quoted by Newhouse News Service were, "It must be
part of the exercise." This is another example of how the numerous
drills on the morning of 9/11 deliberately distracted NORAD so that
the real hijacked planes couldn't be intercepted in time.

At least five if not six training exercises were in operation in the
days leading up to and on the morning of 9/11. This meant that NORAD
radar screens showed as many as 22 hijacked airliners at the same
time. NORAD had been briefed that this was part of the exercise
drill and therefore normal reactive procedure was forestalled and
delayed.

Under NORAD procedures that date to the Cold War, two F-16 fighters
from the 177th were parked around the clock on the Atlantic City
runway. Pilots waited in a nearby building, ready to scramble.

But on the morning of 9/11, the F-16's were performing bombing runs
over an empty stretch of the Pine Barrens near Atlantic City after
being decommissioned from their usual role of protecting the skies
of the east coast.

In May of 2001, by presidential order, Cheney was handed direct
control of all wargame and drill operations. This meant he was
solely in charge of the overlapping NORAD drills and wargames on the
morning of 9/11, that prevented Standard Operating Procedure from
being implemented, and any of the hijacked planes being intercepted.

The man who took marvin bushs place was John P. O'Neill, the 25
year head of the FBI's counterterrorism team. He quit the FBI as a
result of George Bushs Order W199I-WF-213589. After the attacks
commenced, Oneill called his girlfriend telling her not to worry, he
had escaped his office in the north tower and was safe, away from
the buildings. His body was found on the 24th floor of the south
tower.

Bush meeting with a bin Laden that morning in DC at the Ritz
Carleton, you've got the General of Pakistan and the head of their
intelligence, meeting with the House and Senate chairs of the
intelligence committee at 8:30 that morning, his second trip in his
life to the United States. You've got the FBI paying for the
houses, the cars, the credit cards of the supposed hijackers.

They also found a hijackers passport on a new york street and then
when it was found to be so improbable that it could happen they said
it was a mistake and that it actually wasnt a hijakers passport.

You've got public officials, Mayor Willie Brown, Joint Chiefs of
Staff told not to fly to New York that day. That's all admitted;
what do you say to that?

Ill say it again and again OPERATION NORTHWOODS look it up.

OPERATION NORTHERN VIGILANCE: This was planned months in advance of
9/11 and ensured that on the morning of 9/11, jet fighters were

For Bill Clinton and Monica Lewinsky, the Republican majority gave
out seventy million dollars to investigate, and they started out
with 600,000 dollars to try to figure out what happened on 9 11.
Fire Engineer Magazine said it was totally unbelievable what
happened with this examination of 9 11.

In the case of suspected criminal foul play in a plane crash,
according to regulation, the NTSB would assign the lead
investigative role to the FBI, with assistance from the NTSB and
FAA. A comprehensive investigation of each aircraft crash is not a
regulatory option: they would have been mandatory. No crash
investigations were conducted, disregarded the FAA, Part 121,
regulatory requirement.

Bush himself received the now-notorious August 6, 2001 Presidential
Daily Brief from the CIA, which was entitled, "Bin Laden Determined
to Strike Within the United States." But the president told the
commission he could not recall taking any action as a result. (He

Secretary of Transportation Norman Mineta was in the Presidential
Emergency Operating Center with Vice President Cheney as Flight 77
approached Washington, D.C. On May 23, 2003 in front of the 9/11

there was a young man in uniform who would come in and say to the

said, "Of course the orders still stand. Have you heard anything to
the contrary?"

As for pre-9/11 stock trades the 9/11 commision couldn't and never
did deny their unusual nature. Instead, they declared that al-Qaeda
did not conduct the trades, and asked no further questions.

OSIRIS 2 was conducted. It consisted, according to Peter Power in
testing the "equipment and people deep in the Underground of
London". It involved the participation of several hundred people.

"Atlantic Blue" was part of a much larger US sponsored emergency

Zarqawi autopsy over, results withheld 12 Jun 2006 A US military autopsy was finished on Abu Musab al-Zarqawi on Sunday, but the findings were not immediately released by American officials. U.S. commanders initially said al-Zarqawi died in the airstrike but later said he survived and died soon after.
