It's certainly not a surprise, considering the source this time - the Department of Homeland Security. The title of the department is similar to many Bush II initiatives, such as the Clean Skies Act, etc... like the opposite sketches on a Nickolodeon show I watched as a teenager. What the title suggests is exactly the opposite of what the initiative aims to accomplish. Fear mongering is what creates insecurity in the world - it intensifies our internal sense of fear, which in turn draws us into more situations that recreate that fear for us.
This particular case is the current commercial being run by the Dep't. of Homeland Security. A young girl is eating her cereal and the voiceover is about how there is no good reason to not have an emergency plan in place in case of a terrorist attack. This is being run in primetime, so little girls just like the one on the screen can absorb some of that sense of fear of terrorist attacks. We aren't safe in movie theaters, we aren't even safe eating our cereal in our own kitchens. It has to stop.
The way to stop it is to immediately shift our focus to how we want the world instead - how it will be for our children to never have to worry about any dangers, especially ones from "terrorists." I don't have children, but if I did or if I'm around kids when they see such things, I'll help them understand how to shift their focus to the world they *want* to live in, how they want each moment of their life to be about a sense of effortless joy.
The thing I liked best about the Kucinich campaign was his initiative for a Department of Peace. I saw him speak early in his campaign and I could see that in that, he had exactly the right idea: We have to keep our focus and energy going to what we want to see in the world!
